Is it in our best interest to use the 7-12 as long as we can , even if we
have to squeeze the building and add an addition on? Because of economy of
scale , it will be much cheaper to run a 7-12 than having another new
building coming on line.
Steve asked when is it practical - if you build another school and after
they move out, you are left with a lot of empty space?
Enrollment projections flatten out at about 2005 .
'
To build classrooms now for 1180 kids there would be 7 extra classrooms. It
could be a wing that is shut off .
Bill Jones said these are all things the architect should look at. It would
be embarrassing to have a lot of empty classrooms.
Paul said based on students coming in , what do we need for the year 2000? A
five year plan is not unreasonable.
Pros of building to 1 , 180 immediately:
- it' s what the State will fund .
- delays another school project for a few years .
- by the year 2 ,000 the building will be full ( 7-12 ) .
Tom said , when talking with Dr. DeMoura, he thinks the State may only fund
us for 1 , 180 classrooms as well as core. we may not have the flexibility .
Paul agreed and said Dr. Calabro mentioned that also.
Cons - why we would not want to build to 1 , 180 :
- because there will be empty space for a long time.
Steve said personally he thinks we are working on the high side of
enrollment projections. Two parochial schools are being built that will
heavily impact this town , in Wareham and Harwich . Paul and Tom heard they
were elementary schools .
Bill Jones suggested asking the diocese what their plans are .
- for grades 9-12 it is a long time until there are 1 ,000 students.
- if the State allows us just a gross 183 , 00 sq feet, then we are trading
other items for classrooms.
Peter said we have predicated the entire argument on the State formula but
we have a budget of $27 . 7 million and we are not limited to what the State
re-imburse us. If we want a pool , or something else that exceeds the
educational requirments of the building then we can pay for it ourselves.
If the town wants to spend extra money for a pool , then it should be
outside the reimbursement.
Paul said the other cost, besides bonding, is the operating cost. With 7
extra classes, we should ask the architect to design so we don ' t have to
heat that part of the school so there are no operating costs .
The first year , there will only be 3 grades in the school , as we add a
class, the building will fill up by the time we have a graduating class .
1999 is the first year with 7-12 in the building and by 2 , 000 the building
has reached 1180 students.
Paul said personally, as a taxpayer, he has a hard time understanding that
phasing .
Merry Sue agrees with that and has talked to the School Committee about it
but we cannot guarantee them a school in 1996 . If and when we can guarantee
that the school will open in 1996 , they can make a decision .
4
