Paul asked if only the items the State has asked be addressed are in this proposal . Bob said that is correct. Paul asked if this will require Cape Cod Commission review? Bob said it could require they make a presentation to the Commission . Paul said he understands you can request from the State any correspondence relative to this project. He asked SMMA to do that in writing . The Committee wants to know what triggered them to require the EIR. ** Joe made a motion to forward to the Selectmen the proposal to prepare an EIR from SMMA for an additional amount of $22, 500 . This is an extra fee item as stated in their contract. Merry Sue seconded the motion . All members were in favor 5-0. SCOPE AND FEE PROPOSAL FOR ADVANCED SITE CLEARING SMMA presented a fee proposal for early site clearing to accelerate the project schedule. This will be bid from Dec. 19-Jan. 12 . Ed Frenette feels the time frame is a mistake. Paul said he is not ready to move on this yet. How did they arrive at the $20, 500. figure? The Committee will discuss this at next weeks meeting. DISCUSSION OF TRAFFIC STUDY PROPOSAL Bob explained the Cape Cod Commission sent a letter to MEPA requesting 3 additional intersections be studied : Jobs Fishing Road/151 , Lowell Rd and Great Neck Road North, entrance to the site off of Old Barnstable Rd. Paul asked if the EIR is contingent upon approval of this report? Bob said it is. Greg Taylor and Tom Fudala have reviewed the proposal to avoid duplicity. Paul said he has no problem doing a traffic study but he has a problem with the function design report - he does not want to pay the full price for design that intersection. The Committee can spend the money to repair that intersection or use it for the students. What is a function design report? Bob said it determines if additional turning lanes are required. Paul said he is nervous about this. It is leading us down the path to pay the entire bill for re design of that intersection and he is not ready to swallow that. He had spoken with Bob Whrintenour about this. Greg Taylor a looking for someone to pay the bill for the redesign of the intersection. Merry Sue said the study has to be done, the EIR requires it. The Cape Cod Commission is involved now. Bob said they need the results from this traffic study in 6 weeks for the EIR. Paul thinks the motion to approve payment for the EIR should be amended and include this traffic study under the additional work required by the EIR . ** Merry Sue made a motion to modify the motion made for the EIR to add the fee for the traffic study, for a total additional services fee of $37 , 900 .
