We have not hired someone to do the design of the <br /> network. <br /> Michael said it is the infrastructure they are not capable of doing . <br /> Paul said the Committee should tell SMMA they must provide someone who can <br /> meet these criteria and convince Michael Pare they have the talent. <br /> Steve said if SMMA has entered into a contract with Childs , they should <br /> tell them they cannot meet the services that they presented and have them <br /> back off . <br /> The Committee agreed to meet for about 20 minutes at the beginning of each <br /> meeting before the consultants arrive. <br /> All the consultants joined the meeting . <br /> Fire Chief George Baker was present . He explained he heard the Committee <br /> was considering cutting down on asphalt and considering cutting down on the <br /> 360 degree access roadway because of cost. He explained there is a fire <br /> protection regulation that kicks in after the building is complete . The <br /> Fire Chief must assure adequate 360 access to the building at all time - <br /> regulatior, 527 CMR 25 . In his opinion all weather surface is asphalt . Some <br /> places use very wide concrete sidewalks for access . <br /> Paul asked if it is his interpretation all weather surface means paved? <br /> Chief Baker said it is . Paul can show him other all weather materials . <br /> Chief Baker said if it is not asphalt it won ' t be plowed and then there is <br /> no 360 degree access. <br /> Dr. DeMoura said he fought with Chief Baker for 1 year on this same issue <br /> for the Coombs school and Chief Baker won . <br /> Paul said the project presently is over budget and some things will be cut. <br /> They are not considering cutting the 360 degree road but may have to cut <br /> some pavement . <br /> Chief Baker said his position is if it ' s not paved it is not a road , don ' t <br /> waste your money . <br /> Peter asked Chief Baker if he will require a secondary access to 151 ? <br /> He said to his knowledge there is no requirement. He will not require it <br /> but he cannot speak for the building inspector. <br /> He has seen the double barrelled entrance and it is suitable. <br /> Bill Martiros asked if it his wish to have it paved or is asphalt in the <br /> regulation? <br /> Chief Baker responded it is his interpretation of the regulation. <br /> Dr. DeMoura said the Selectmen have all the legal opinions on this matter. <br /> Steve asked what is most cost effective, a full road or a concrete pad? <br /> Ray said you have to design a road because a truck will crush the concrete <br /> and it will have to be replaced . <br /> Peter explained to SMMA what Michael Pare told the Committee about Childs . <br /> The Committee is concerned about Childs ' qualifications . <br /> Bob Fournier said Childs ' scope of work is to sit with the subcommittee and <br /> decide what they want and assist in writing a program. He is not <br /> engineering any systems. Doing the specs is not under SMMA' s contract, it <br /> is FF &E . <br /> The Committee agreed SMMA, Michael Pare and Childs should set up a <br /> conference call to discuss everyones role. <br /> 2. <br />
