Shannon Scarlett said TAMS has a consultant who will review the program and
give input .
PROJECT MANAGER REPORT
Ian would like to devote this session to the value management workshop
results . There is a lot of information and choices to be made .
Bill Cottrell , engineer and certified value specialist lead the workshop.
Joel Sele was SMMA' s representative .
Paul Griffin and Steve Greelish attended from the Committee .
Paul told the Committee that SMMA had a wide spectrum of people available
for the workshop and so much thought has been given to the project already.
Each trade gave their view of how the project would go . The Committee is
really only seeing a piece of it now .
Bill Cottrell presented the results of the value management workshop. It is
a problem solving process , looking for alternative ways for performing
functions . It is not just cost cutting but looking for features that add
value . The focus of this project now is cutting cost . There are cost
estimates associated with these proposals but will need further
investigation, refinement . It was a cooperative effort .
Presently the overage is $3 , 670 , 000 .
The Team looked at 11 elements - substructure , structure , exterior cladding
interior partitions , vertical movement , interior finishes , fittings and
equipment , electrical , mechanical , site development and planning . Site
development presented the largest potential for savings at $2 , 682 , 000 .
Bill Cottrell tried to review the highlights with the Committee .
- foundation wall - lowering it with an added berm - save $100 , 000 .
- gym roof framing and classroom roof framing added $40 , 000 and $50 , 000 .
- classroom walls and floor - use load bearing CMU and concrete plank -
save $350 , 000 .
- reduce the entry canopy overhang by 8 ft . - save $32 , 000 . This will also
be a reduction of function .
- delete corridor and skylight - save $285 , 000 . They prepared a sketch to
go along with this suggestion. Some rooms would have no windows .
Ray said the Committee must review all the programmatic issues involved
with that change .
- simplify roof in classroom wing , more uniform shape - save $13 , 000 .
Exterior Cladding
- metal studback up wall - save $230 , 000 .
- reduce skylight over admin. area- save 108 , 000 .
- entrance mat - different material save $15 , 000 .
- gravel stops - save $3 , 500 .
- reduce some wood siding - add $16 , 000
- roof insulation change to 6" - add $110 , 000 . Payback is 16 years .
Bill Cottrell said they have not yet computed life cycle savings . Some of
these choice will have a life cycle effect but you may pay more initially.
Because of the budget crunch, may not look at those considerations now but
they are not saying they are not available.
Bill Martiros asked how they will pert the life cycle issues into the plans':
Ed Frenette explained when they have a building the Town can afford , when
3
