Paul suggested the Committee ask SMMA ' s traffic consultant to look at the
information Greg Taylor has requested for a traffic study . Greg wants
another $6 , 000 for a traffic study . Why get someone else on board when DRA
hired someone to do a study , SMMA has a consultants to review the study , we
don ' t need a third party .
** Paul made a motion the Committee send a letter authorizing SMMA to
initiate traffic information required by DPW Director Greg Taylor .
Merry Sue seconded the motion . All members were in favor . **
Paul said a lot of the data SMMA needs is in the DRA report.
Peter said Greg Taylor has Chapter 90 funds to use at the town ' s discretion
for road improvements but he wants the school to spend some of their money .
Bill Martiros thinks the town should get some money from the performing
arts center and some from Southport.
Paul explained Southport is required to put in a light, which kicks in at a
certain number of units ( about 500 ) . They could be assessed the cost of
that light when they build unit 500 or we could approach them with the
potential for a deal now , paying 1/3 of the cost of the light. He suggested
the Committee not rush out and put a light in nor- let these other
developments off the hook but the first step is the traffic report to get
the information .
- letter to the Building Committee from the Housing Authority . They voted
to relinquish a portion of their land to the town for construction of an
access road They understand an appropriate building site will be donated
to the housing authority .
VALUE MANAGEMENT REPORT
Paul Griffin and Joe Polito met last Thursday for 4. 5 hours reviewing the
report and put together their recommendations for the Committee .
Comments are Joe and Paul ' s . G & P is their recommendation . Cost analysis
required - some issues require more analysis to make a decision .
01 -1 - foundation wall berm. It picks the footings up out of the ground ,
foundation covered by a berm. Architecturally it lowers the scale and
proportion of the building . It allows ground cover 8"- 10" below the window
sill .
Merry Sue asked if there are buildings designed like this to go see?
Dr. DeMoura said East Taunton school is built like this.
Joe has pictures of buildings .
* The Committee wants to know why SMMA said no. Study it further .
Ian noted that approach was taken in Nantucket and it looks good .
02-1 - gym frame. It adds $40 , 000 but looks better. * NO.
02-2 - classroom wing roof framing . Add $50, 000 . * NO.
02-3 - Classroom wing wall and floor structural support. Joe and Paul
don ' t agree with the suggested change. There are a lot of disadvantages .
Makes the building inflexible. You can get the savings in other areas .
Peter asked if they (G & P) are leading us down the road to a lot of gypsum
wall board?
Paul said no. This is just a structural decision .
Tony Esteves explained it is now speced as steel frame with brick and
block , using block for back up and support .
Paul said SMMA told hire to meet the earthquake requirements the classroom
walls have to be block - to meet the code .
2
