Elias McQuiad is setting up a meeting with the DEP next week . <br /> Steve Greelish will attend on behalf of the Committee . <br /> Peter asked what the risks are with asking for a variance for <br /> 14 , 000 gallons per day? <br /> Ian said the risk is time , and you may get turned down . <br /> Peter mentioned there may be a possible conflict of interest with <br /> Mark Pare of DeFao Wait and Pare , SMMA' s engineers . Mark Pare <br /> wrote the revisions to Title V and we are now asking him to get a <br /> variance from something he wrote. Will he pursue the Town ' s <br /> interest or his reputation? <br /> Paul said the Committee should ask SMMA to change their <br /> consultants. Mark Pare has his mind set 1 way only . Personally , <br /> Paul found him very frustrating to deal with . Do we have the <br /> authority to ask SMMA to change their consultant? <br /> Tom Fudala noted if they do have to build the full plant, Mark <br /> Pare is very good . Is there any way Chartwell ' s consultant can <br /> be used to apply for the variance? <br /> Paul thought the Committee has agreed they would ask for the <br /> physical plant to be sized for 28 , 000 gallons but it be designed <br /> for 14-15 , 000 gallons per day? If we loose the variance request <br /> they can modify the design up to 28 , 000 gallons . <br /> At this time the architects arrived . The Committee explained <br /> they feel there is a conflict of interest with DeFao Wait and <br /> Pare . The Committee feels SMMA has to determine if their <br /> consultant should be kept on , he is not representing the Towns , <br /> or SMMA ' s interest. <br /> The Board of Health wants the Committee to investigate a 14, 000 <br /> gallon per day tertiary treatment plant. <br /> Bili Hauck suggested building a system for 14, 000 gallons with <br /> additional piping for an additional 14, 000 and shut 1 section <br /> off . <br /> Paul said the cost for a parallel system is more . If the plant <br /> costs $800 , 000 he thinks that system would cost $1 . 1 million . <br /> Paul recommends building the building for 28 , 000 gallons and ask <br /> the engineers to design for 14 , 000 gallons . The risk is they <br /> will have to re-design up to 28 , 000 gallons and there will be an <br /> additional fee . At this point, they are not very far into the <br /> design . <br /> Ed Frenette asked the Committee if they are accepting the risk of <br /> re-design if the variance is not approved? <br /> Peter said the DEP will be meeting with Elias McQuaid next week . <br /> There will be more answers at that point . <br /> Tom Fudala suggested going through the environmental review <br /> process with 28 , 000 gallon plant; a 14, 000 plant wi ' l be less of <br /> an impact . <br /> 2 <br />
