MASHPEE HIGH SCHOOL BUILDING COMMITTE2 <br /> TUESDAY , SEPTEMBER 13 , 1994 <br /> TOWN HALL <br /> Present: Merry Sue Ahigren , Peter Dirizio, Paul Griffin , Joan Tavares , Joe <br /> Polito , Steve Greelish , Bill Martiros <br /> Also Present : Ian Aitchison , Tom Wren , Bob Fournier , Ed Frenette , Dr . <br /> Lincoln DeMsura , Greg Taylor <br /> Absent: Janice Mills , Michael Pare <br /> MINUTES <br /> *M Merry Sue made a motion to approve the minutes of August 30 , 1994 . <br /> .loan seconded the motion . All members were in favor . <br /> The Committee will vote on the Aug . 23rd minutes next week . <br /> BOARD DISCUSSION <br /> Steve Greelish reported on the meeting with DEP. Steve , Greg Taylor and <br /> Elias Mc0uaid met with Mr . Cromby , regional director of DEP last week . <br /> Steve outlined the Committee ' s wishes to them: <br /> - Downsize the plant based on available data . <br /> - The new Title V requirements have been changed for elementary and middle <br /> school but not high schools . They asked someone to explained what happened . <br /> - Would DEP consider an alternative system? <br /> Steve said it seems DEP would favorably review downsizing the plant , if we <br /> can come up with actual flows from 3 high schools and some additional back <br /> up data sufficient to state our case . The Board of Health immediately <br /> began to get that data. <br /> Alternative systems : from D=P ' s experience and data tnere are questions if <br /> it would meet the current criteria . If we qualify for less than 15 , 000 <br /> gallons per day and get the system is up and running before the new Title V <br /> is enacted ; there is a possibility it can be done. The new Title V however <br /> will be accepted in the Spring and that has a 10 , 000 gallon per day limit , <br /> not 15 , 000 . We probably can ' t meet that based upon a peak flow. <br /> Bioclear data has not had consistent results which would make DEP hesitant . <br /> There are no other guaranteed alternatives . <br /> Peter asked Steve if he recommends proceeding with downsizing the plant? <br /> Steve would recommend the Committee proceed with 14-15 , 000 gallon design . <br /> Greg Taylor added that because the high school flows may not require a <br /> plant for 3-4 years ( because it will not be fully occupied ) he asked DEP if <br /> they would consider an interim system until then , is there something else <br /> they can do? . DEP said they would listen but don ' t give it a high <br /> prospect. <br /> Peter asked what are the risks associated if DEP does not grant the waiver? <br /> Greg said the Committee should be sure to design the physical structure of <br /> the building to handle 26 , 000 gallons as a fall back . <br /> Are we saving money by downsizing? <br /> Paul said there is not much cost difference between 15 and 26 , 000 gallons , <br /> 1 <br />
