MASHPEE HIGH SCHOOL BUILDING COMMITTEE
TUESDAY, OCTOBER 4, 1994
TOWN HALL
Members Present: Merry Sue Ahlgren, Peter Dinizio, Bill Martiros, Steve
Greelish, Michael Pare, Paul Griffin, Joe Polito, Janice Mills
Also Present: Bob Fournier, Ian Aitchison, Tom Wren, Gus Fredricks, Greg
Taylor
MINUTES
** Merry Sue made a motion to approve the minutes of September 27 ,
1994. Bill seconded the motion.
Bob Fournier noted on pg 2 - DeFao Wait and Pare's project manager is
Patrick, not Paul O'Neil .
Tom Wren suggested , pg 4 data collection discussion be amended as follows
They would give access. . . . . but they cannot do that for Mashpee. Add to
the end of the sentence "without a charge" .
** All members were in favor of the amended minutes**.
PROJECT MANAGER REPORT
The Committee reviewed the AIA questionnaire. Town Counsel answered most
of the questions but some questions remained for the Committee to answer.
Part A:
2. Legal name and address of the owner: Board of Selectmen, Town of
Mashpee, town hall address - is fine.
4. Detailed description of the site property.
The Committee agreed South east corner of Rte 151 and Old Barnstable Road
is sufficient until there is a better, legal address available.
6 . The Project will be constructed utilizing: Single contract, stipulated
sum. For now, that is the method.
15. Amount of liquidated damages. Tom Wren asked Dr. DeMoura for an
assessment of the costs associated if the building is not completed by
September 1996 .
Peter asked if the Committee could also offer an incentive for every day
the project is early?. How much would you budget for that?
Merry Sue noted at this point the Sept 1 opening seems almost an
impossibility, are we going to penalize them for not making a date we don't
think they can make?
Bob said he will present a revised schedule that this evening to discuss
that.
Paul said we have to find out what the impact is to the school department
if they are late completing the work. What will it cost to provide housing
for the students , etc. If we ever collect, that is another issue. This
will assure the contractors do their best to meet that date.
Janice said the School Committee will be here next week to talk about that
issue (not opening Sept. 96 . )
Bob advised the Committee to review this with town counsel . There was at
one time a law in MA if you impose a penalty on a contractor you must also
offer a bonus for finishing early. Paul is not sure that is an issue with
municipal jobs.
Peter asked about including a local content clause.
Paul said the Committee previously received a ruling on that, it required
1
h
