This Committee has the right to deny their <br /> recommendation but SMMA says who they want to hire . The Town can hire them <br /> independently but it then must go through bidding laws . <br /> Peter asked what the scope of their contact is? <br /> Paul said it is the end product - the software and hardware , used in the <br /> curriculum, the voice , data and video and training . <br /> John Brooks from Brooks Fleming was present . The Committee is 'familiar <br /> with the firm, having previously interviewed them for the second phase of <br />' technology consulting . <br />' In their proposal , they listed the areas of service to be provided , as <br />' interpreted from the RFP. <br /> They are a consulting engineering firm . They work in the educational <br /> institutions , commercial/industrial and motion picture industries . They <br /> have been concentrating their work in the Pacific rim- Korea and Vietnam. <br />' Brooks Fleming can offer the experience of the projects they have worked on <br />, over the last 20 years and their technical expertise . They have no ties <br /> with any manufacturers . <br /> He believes , after meeting with him, that Dr. DeMoura has a good vision of <br /> where things have .to go , with technology. <br /> Project Structure - he wants clear lines of communications . <br />, Proceed: they will identify the needs , using Childs report . Evaluate the <br /> goals of all the parties . They will present multiple plans . They will <br /> present an "ideal" but recognize there will always be changes , to budgets , <br /> funding , priorities . Multiple plans is a realistic solution. <br /> They plan for contingencies by presenting three levels of budgeting : <br />( baseline , operating and wish list . <br /> He would need to know from the Committee : <br />( What they expect? What they see as their goals? What is the chain of <br /> command? What are the Committee ' s priorities -long term? What are the <br /> major milestones . <br /> He has some questions , based on the RFP: <br /> - What is the relationship of the other 2 bidders (Childs and CCR) . Will <br /> they have a continual relationship to the project if Brooks Fleming is <br /> chosen? <br /> Paul explained that Childs is done , CCR will have to inspect the cabling . <br /> - Is there a conflict of interest using Michael Pare on this project . They <br /> would like to use him on this project for local support . <br /> Paul explained that town counsel has informed him that Michael Pare cannot <br /> work on this project at all . As a previous Committee member he is <br /> considered an employee of the Town . State guidelines will not allow it . <br /> 6 <br />
