grubbing from the contractor . <br /> It was determined they cannot do any additional clearing and <br /> grubbing for the extra ballfields without full approval from MEPA <br /> on all the changes . <br /> Peter asked why the estimator was off by so much" Are they <br /> typically off by 15%? <br /> Joel said the estimator uses his best judgement but has no <br /> control over the market or the competitive nature of the bidding <br /> environment . <br /> There was a tremendous amount of competitiveness on this job . <br /> How that relates to the average , he can' t tell . The building <br /> ended up at $85 per sq foot and the site at $13 . The original <br /> budget was $110 per sq foot . <br /> There was less than 1/2% difference between the 3 lowest bids . <br /> Paul said the standard , for finished drawings is +/- 10% . The <br /> difference is higher in earlier phases . <br /> Peter said the Committee based their decision on the best <br /> estimate of the architect and their recommendation at the time . <br /> Things the Committee wanted in the project , now , because of the <br /> architect ' s previous recommendation , they have to spend an extra <br /> $73 , 000 in design fees to get them. The Committee chose a path <br /> because of the architect ' s recommendation and now they get an <br /> extra $73, 000 . <br /> Paul said he agrees , he is not delighted about spending the extra <br /> $73 , 000 but if they had received an estimate prior to bid , that <br /> said the project was $3 million cinder , would the Committee have <br /> decided to delay the job to add those items' Probably not . <br /> Even Chartwell felt the numbers were too high and more should be <br /> cut . The Committee has to sign off on the drawings atcertain <br /> phases . The positive side is this kept forcing SMMA to simplify <br /> the design and it is the details that cost . <br /> Peter suggested letting Daedalus ' errors and omission insurance <br /> pay the $73 , 000 . <br /> Peter asked if there will be any other charges for work that SMMA <br /> has already done? <br /> Paul said potentially yes , SMMA is seeking additional funds for <br /> overscope work. That issue has not been resolved yet . <br /> Peter thinks the Committee should know that SMMA wants to charge <br /> us for wort: they have already done , back charge us . The <br /> Committee should be aware of that during this debate . <br /> Can this discussion be tabled? <br /> Paul said that will have an impact on the cost , the job is <br /> underway. If the $1 million goes up 10% that is $100 , 000 . <br /> Peter said the town did some hard negotiating with SMMA ' s <br /> original contract and they were not happy with it . Now there is <br /> $3 million to spend and everyone wants a piece of it . <br /> The Committee should go forward with all these things they want <br /> 7 <br />
