I <br /> Merry Sue said so many of those meetings were about/ because of. <br /> the budget . The Committee kept meeting to try to solve that <br /> issue - the overwhelming budget issue sitting over our heads . We <br /> were trying to get back to the budget . The additional value <br /> engineering was because we were cutting ! SMMA did design work, <br /> then the budget estimate would show we couldn' t afford it . To <br /> get a reasonable looking block design took a number of hours but <br /> it was because of the budget estimates which said we couldn ' t <br /> afford brick. That. is her opinion on why they kept talking about <br /> issues over and over again . <br /> Joe agreed , they were talking about dollars , not design. <br /> Steve asked , during the original contract negotiations , did they <br /> discuss the appropriate number of meetings? <br /> Ed said SMMA presented a full scale proposal , and were told to <br /> cut it . <br /> Steve asked how they derived at who would attend which meetings? <br /> Joel reviewed all of the minutes , to some degree it is an <br /> average . <br /> Steve asked if they do project time accounting? <br /> Ed said yes , they report every 2 weeks . The;: have known this has <br /> been happening . <br /> Paul asked about meeting preparation and follow-up, 6 hours for <br /> each person for every meeting . Some of these services they would <br /> have bought already, SMMA would have had to do the preparation <br /> anyway. The only extra time is for travel? . <br /> Ed explained they added two hours getting here , 2 hours getting <br /> back to the office and =4 hours for each meeting . These meeting.: <br /> were extras because they were going over similar things again- <br /> repeat ._. Normally they would build a certain amount of redundancy <br /> into the fee structure . <br /> Joe said they have to satisfy the client . <br /> Ed said there was a constant focus on cost , from the start of the <br /> process 1 year ago . SMMA produced value for the town. <br /> Joe agreed they produced value , but a lot of this is grey. <br /> 2 . Cape Cod Commission <br /> Paul said the proposal specifically excluded this . The Committee <br /> always thought MEPA review would not be necessary. <br /> Steve said it is an anticipated unknown , the Committee just needs . <br /> documentation. <br /> 3 . Agency Approval <br /> Ed said there was no way to anticipate the owner's requirement of <br /> an unpermitted treatment. plant . <br /> Steve thinks what they did go through with DEP was rather smooth , <br /> from his experience . He thought DEP was accommodating . <br /> Janice said the Committee immediately ( after hiring SMMA ) talked <br /> about other systems that were over built and didn 't. work . The <br /> Committee was searching, very early on , for alternatives . It <br /> shouldn ' t have come as a big shock. <br /> 3 <br />
