They <br /> have done everything they could to meet the schedule . The value <br /> stayed in' Mashpee . <br /> The truth is his firm is loosing money. The benefit accrued is <br /> to Mashpee , with nothing to the people who helped you get it . <br /> Steve agreed the cycle of 2 engineers complicated the process <br /> significantly. <br /> ( Peter Dinizio ,joined the meeting at 6 : 00 p . m. ) <br /> 4 . Value Engineering Workshop <br /> SMMA budgeted b days , the process dragged out . <br /> Steve said what caused it to drag out - the constant effort to <br /> re-visit it to drive the cost down. They were , d.riven by the <br /> budget estimates that weren ' t right . Who is responsible? <br /> Ed said all the data is not in on what has happened to the <br /> economy in the past year. <br /> 5 . Design Studies . <br /> Joe said again this is a grey area. A client expects the <br /> architect to come up with the right answers . <br /> Ed said you have to have a reasonable understa.ndin . They have <br /> found it difficult to reach consensus here , in it1ashpee . <br /> For example , they are doing a 200 , 000 sq foot school in Lynn and <br /> are 4 , 000 hours under this one . <br /> Paul asked if the level of trust , with the Committee, wasn' t <br /> there? <br /> Ed said it switched from person to person, week to week . <br /> Ed said they spent 2 man years more on this project than any <br /> other school , much more than they anticipated at the beginning of <br /> the project . You can assume SMMA should have known that or <br /> assume you have a great value . Is SMMA going to go away limping? <br /> Bill asked why they didn' t call this ( extra hours ) to the <br /> Committee ' s attention at each phase . The Committee was under the <br /> impression they paid and whatever length of time it took , it <br /> took. <br /> Ed said they began this discussion with Paul awhile ago , he did <br /> not take it lightly , he is not easy to satisfy. They have known <br /> since the end of the contract documents that this is the <br /> situation, it tool: time to get it prepared . <br /> Peter asked how Chelsea ' s estimate can in relative to this one? <br /> Ed said they had a wrap up insurance program, which was supposed <br /> to be worth $3 million to the project. The project came in <br /> $600 , 000 over, Midget but, when the analyzed the bid , they did not <br /> take their insurance out . They bought it twice . SMMA told them <br /> it was the wrong thing to do . The estimator was Chartwell : SMMA <br /> 4 <br /> ,9' <br />
