plenty of time to review them.
Paul asked SMMA to identify some items they may want to see back in , for
the next meeting .
; Paul explained he had a conference call regarding the fill issue. The bid
took into consideration contractors who would try to sell the fill . SMMA
agreed they would look at this issue again, after the bids were in , and
they could do a change order to keep the fill on site if desired .
However, before the Committee makes a decision Paul would like SMMA to come
( back with a better number of what it would cost to clear and fill the lower
area, for future fields. Michael Holland said it would cost about $200 , 000
but when Paul reviewed the figures , the deducts, it did not add up to
1, $200 , 000 . He would like SMMA to look at this again.
Ed said the documents were prepared for the lowest first cost. There is the
option of putting the fill someplace on the site but that option as not
addressed in the documents .
RW Granger was the third lowest bid . They were very tight bids . Without
any alternates, TLT was the lowest bid and Eastern was second again . There
was some wide disparities on some alternates.
Ed said less time is put into the alternates ( by the bidders) so there is
less accuracy and they do some strategizing with them.
Peter asked about the meeting with the Commission on the final EIR?
Joel said Brian Lawlor attended the final hearing , joint review. process .
The Commission voted to accept the findings of the EIR but did not vote on
the hardship exemption. The size and placement of the irrigation well
raised some questions.
Peter asked if they can break ground on the project?
Joel said the Dept. of Ed is waiting for a certificate from MEPA and MEPA
is now in a position to write the certificate.
The Commission will hold another hearing for the hardship request but they
voted to accept the EIR as written.
Merry Sue said she read that parking was mentioned, people were complaining
about the number of parking spaces and talking about a parking
restriction - an abatement strategy . She would be interested in seeing
this abatement strategy.
Peter asked if MEPA will approve the number of spaces in the alternate
list?
Paul said yes , they accepted it as written.
Greg Taylor, who attended the meeting , said they talked about 2 issues , the
number of spaces when the school is in session and the need for spaces
during functions . It is not in the town ' s best interest to not have enough
spaces available . 300 spaces is not excessive for a 600 seat auditorium.
He does not see the 300 spaces as a problem.
Greg said there were mixed feelings about the benefits of the irrigation
well . There were concerns brought up, about it depleting the water level ,
but is was not a directive . They wanted to know if any studies were to be
done. They wanted a model done . Greg explained that a physical model is
being done now at Willowbend which is a much grander scale than the high
2
