he has lived in Dennis since 1973 . Presently he is the clerk for the work
for Yarmouth elementary school which is a $6 million project, 60 , 000 sq
feet. In 1988 he was on the Building Committee for an elementary school in
Dennis.
His background is as a construction superintendent. He has supervised 8
schools, 6 on the Cape. He was involved for a short time with the
Nantucket School . He was Superintendent for Munson school $11 million ,
165 , 000 sq feet. Prior to working as a Superintendent he worked as a
carpenter. He has been in construction all his life. He enjoys the clerks
job. He also enjoyed serving on the building committee. He feels he has
saved the Dennis/Yarmouth school district some money and gotten them a
better job. A good , strong clerk is invaluable to the project. As clerk ,
he is the eyes and ears of the Committee .
Paul told the Committee Mr. Byrne provided some of his daily job logs along
with his resume.
Questions:
Paul asked why he moved from Superintendent to a Clerk position?
Mr . Byrne said the Clerk job is less stressful , less after hours work . A
lot of his Superintendent work was public bid work . He saw a lot of time
when towns did not get what they should have. He is excited about this
position because of Chartwell 's involvement. Many towns don ' t hire a
project management firm. He feels that is an up and coming niche in this
field.
Paul said he mentioned he worked his way up from a carpenter , he asked
where he stands with all the other trades - his experience?
Mr. Byrne said he can guarantee that whatever products are speced will get
in the building . He is not a mechanical/electrical engineer .
Paul asked if he would know if a contractor was trying to pull a fast one
if for example he has the right gauge of duct work?
Jim said he would know where to go to get that information , if it was not
clearly stamped . That is part of his job. He has the knowledge to read
the plans, specs and submittals .
Peter asked him if he thought students could be in there in 16 months?
Mr. Byrne said the Munson job he worked on was done in 14 months. It is
doable with the right contractor. It is a challenge. He suggested
requiring the general contractor pay any overtime of the clerk . He can see
them working 10 hour days , or 6 days a week.
Steve asked what his current obligation is to Dennis/Yarmouth?
Mr. Byrne said he will be going to part time soon , he could be kept on
there through May if he chose to. He could start in Mashpee immediately.
Paul said it would not be a major problem for him to start here part time?
Mr. Byrne said that is not a problem.
Joe asked what problems he saw at Nantucket?
Mr. Byrne said he worked for the general contractor, not as a clerk . He went
to Nantucket for 4 months. They had pulled their superintendent off the
job too soon and he tried to help them coordinate to complete the job.
Mr. Byrne explained he has a very hands on approach . He takes pictures, a
least 1 roll per week . If. there is litigation you want to have backup
4
