Steve said it sounds like the Cambridge school is barely off the ground ,
when would he be able to start here?
Bill said the completion date for that project is the end of August. He
does not have a problem leaving there at any time , it is well enough along .
Janice asked if he plans to commute from Revere?
He said he did not, he would move down here.
Joe asked if he had built block buildings before?
He said he had , it is not a problem.
Merry Sue asked what he thought his role will be in reacting to the
Committee and to Chartwell ?
Bill said his primary function is to see that the contract gets followed .
He will work whenever the contractor does. He will report to the architect
or the construction management team. He produces daily and monthly reports
- people on the job, their daily activities , changes to the drawings.
Merry Sue told him this is a very tight time frame, to be opened in Sept.
1996 , can it be done?
Bill said he does not know, he hasn ' t looked at the drawings . If there is
a penalty clause in the contract that is usually enough incentive .
Paul asked him what his role would be in the job site meetings?
Bill said he would make everyone aware if the contractor was falling behind
schedule , he would look for test reports , inspection reports, any changes
to the project and pursue answer to any questions.
Steve asked his general approach to dealing with errant contractors.
Bill explained the contractor on the Cambridge job is this Committee' s
favorite contractor. They were 2 months behind schedule but now are back
on schedule . They have performed well but there was a lot of pushing and
yelling . Your biggest clout is your money.
Thomas Mullane . He explained he has been out of the Clerk business for 7
years . He moved to Florida, finished his college education and had a small
business .
From 1980-1988 he worked for DCPO (State) . His background is in commercial
roofing . Most of the projects he worked on were renovation work. The
Dexter School was a re-hab of the building , $2 million job. He explained
that the State would move you from project to project according to your
expertise ; he didn't stay with a project from start to finish . The largest
project he worked on was Bridgewater prison , $17 million . This project had
300 change orders . He also did work at SMU- Dartmouth .
He moved to Florida 7 years ago, had heart by pass surgery but is fine ,
physically , now. He spent 3 year finishing his college degree .
Paul asked if he is familiar with all the aspects of the job, budget,
scheduling, how would his experience relate to this clerk job?
Tom said most problems occur because of a lack of communication . He
prepares daily reports and is inconstant communication with the architect
and Committee . Offense is your best defense. He does cost analysis for
change orders, that is where contractors make a lot of their money .
Joe asked about his experience with Nantucket?
Tom said it was the Junior High , and he worked there as a contractor. Joe
6
