Mr Buckingham continues: you look in the yard there is several couples,
This is not for one and two day company. The septic systems are being
over used. This would be a means to control the amount of the use of
the buildings and the septic systems ' !
Dr Petti: Does this apply to
pp y private home-owners?
Mr Buckingham: This is primarily for those areas that property is F
rented. _This would apply to the house you rent,
Dr. Petti: You are telling the owner of rented property how they !
should rent their home and to whom?
mr Buckingham: No, the building code says within this amount of area,
there are so many persons allowed to use it. The Board - of Health when
it passes on the license for the septic system, looked at the plans
of your house and it said one bedroom-two- etc. , for four bedrooms
you should have a certain size septic system. If a house has been built
with. a certain size septic system, and it is being over-used, the
system is going to break-down twice as fast. This is what we have been
running into, this is i;;hat we are trying to correct.
Dr Petti: You are telling the private home-owner how they should rent
their home. Why can't the home-owner use their own discretion?. I think
it invades the privacy of the home-owner. Also would you please explain
"d" to me?
Mr Buckingham: read "d", in answer to your first question; I don't believe I
we are encroaching on your rights. This regulation is enforced in Fal-
mouth and Barnstable, I believe. The 1-.35.00 fee is because the Building i
Inspector, Health Department, and other Inspectors having to make trips
to certifications
Dr Petti: In other words, anyone who rents a house has to pay a registra-
tion fee?
Selma Rollins : Tir Bucki-r_oham, If I rent my house, this year; do I again
register my house with you in 1983?
Mr Buckingham: This would be a yearly registration.
Mr Swart : I would like to offer an amendment to read as follows:
Moderator: It would read exactly as printed
d) There shall be a fee of$5.00 paid to the Board of I
Health to procure a certificate of registration as "
called for herein. Any person or tenant violating
any provision of this Sectibn 4.5.13 shall be
punished by a fine of not more than $300.00. Each
day's violation constitutes a separate offense.
added at the end: anyone who rents to a single family shall be exempt
. therefrom.
Motion seconded.
