Article 7 <br /> To see if the Town will vote to raise and appropriate, borrow, or transfer from <br /> available funds $75,000 for the purpose of funding a study of nitrogen loading in <br /> the Popponesset Bay system entitled "Nutrient Management of the Popponesset <br /> Bay System: Phase I, Quantitative Assessment of the Nitrogen Loading <br /> Tolerances of Component Sub-Embayments" to be undertaken by the University <br /> of Massachusetts Center for Marine Science and Technology, and that to raise <br /> such appropriation, the Town Treasurer, with the approval of the Board of <br /> Selectmen, be authorized to borrow $75,000 in accordance with Chapter 44, <br /> Section 7 of the General Laws, or any other enabling authority, from the <br /> Massachusetts Department of Environmental Protection Revolving Fund Loan <br /> Program for Water Pollution Abatement Projects or from any other source, and to <br /> issue bonds or notes of the Town therefor; and further that $400 be appropriated <br /> or transferred from available funds to the Issuance of Debt Account; and further <br /> that the Board of Selectmen be authorized to apply for and accept loan funding <br /> under said Revolving Fund Loan Program or grant funding from any other source <br /> toward the financing of said study, and to enter into contracts and agreements <br /> with any entities or persons and execute any and all instruments as may be <br /> necessary on behalf of the Town in connection with said study or funding, or take <br /> any other action relating thereto. <br /> Submitted by Board of Selectmen <br /> Explanation: This article would provide the second phase of funding for a <br /> detailed study of nitrogen loading tolerances of each of the sub-embayments of <br /> Popponesset Bay (i.e. lower Mashpee River, Shoestring Bay, Ockway Bay and <br /> Popponesset Bay proper), to determine the amount of nitrogen that each can <br /> handle while remaining healthy, as a basis for developing a plan for dealing with <br /> nitrogen loading sources within the watershed of each sub-embayment. <br /> Recommendation: The Finance Committee recommends approval. <br /> Motion made by Curtis Frye. <br /> Motion: I move the Town vote to appropriate and transfer from Revenue <br /> Available for Appropriation $75,000 for the purpose of funding a study of <br /> nitrogen loading in the Popponesset Bay system entitled "Nutrient Management <br /> of the Popponesset Bay System: Phase I, Quantitative Assessment of the Nitrogen <br /> Loading Tolerances of Component Sub-Embayments" to be undertaken by the <br /> University of Massachusetts Center for Marine Science and Technology. <br /> Motion passes unanimously at 7:51pm. <br />
