r
Explanation: This additional police officer position will allow the Chief of Police to
assign an officer from the Department Operations Division, Patrol Section, to accomplish
School Resource Officer duties while school is in session, and to other additional
assignments and duties interacting with juveniles, community policing initiatives, and
general law enforcement when school is not in session. The Police and School
Departments anticipate receiving a reimbursement of approximately $125,000 during a
three-year award period to help defray the outlay to the town.
Recommendation: Finance Committee to make recommendation at Town Meeting.
Article 13
To see if the Town will vote to change the End User Support position from part-time (19
hours) to full-time (40 hours/week) effective October 18, 2004 and to raise and
appropriate or transfer from available funds $26,667 with said funds to be distributed as
follows: $14,002 to the Salary Account, $146 to the Medicare Account, $12,483 to the
Medical Insurance Account and $36 to the Group Insurance Account, or take any other
action relating thereto.
Submitted by the MIS Director
Explanation: The M.I.S. Department supports over 60 personal Computers, 8 Servers,
1 phone system, 35 printers and 44 employees at Town Hall alone. We also support
Council on Aging, the Library, Human Services, the Fire Dept, DPW, 6-Quashnet School
Administrators for Payroll issues, provide connectivity and support to the Police Dept.
We support the cable television system, the Town Hall Web Site, and Email System. I
have several approved initiatives that require 100% of my time which include: total
rework of our Wide Area Network to a Fixed Wireless System, a total overhaul of our
Web site, integration of our Assessing and Permitting Applications, ongoing
implementation of Munis Financial Modules (Crystal Reports and Purchase Orders for
example), much work assisting and supporting the Planning Dept with G.I.S. initiatives,
enabling citizens to buy Permits On-Line, and enhancing our overall Security. The
additional hours for the End User Support position would enable us to provide end-user
support to the employees of the previous mentioned sites, while meeting our
department goals.
Recommendation: Finance Committee to make recommendation at Town Meeting.
Article 14
To see if the Town will vote to transfer $7,580 from the Building Salary and Wage
Account to the Legal and Engineering Account, or take any other action relating thereto.
Submitted by the Board of Selectmen
Explanation: This article is necessary for reimbursement of consultant fees.
