• t <br /> Explanation: This article authorizes the use of funds to be 100% reimbursed by the <br /> Commonwealth of Massachusetts. These revenues are the apportioned State taxes back <br /> to the cities and towns. The level funding for FY05 is anticipated to be restored to the <br /> funds from 1998. <br /> Recommendation: Finance Committee recommends approval. <br /> Article 19 <br /> To see if the Town will vote to.raise and appropriate or transfer from available funds <br /> $4,515 to the Town Hall Building & Grounds Expense Account, or take any other action <br /> relating thereto. <br /> Submitted by the Board of Selectmen <br /> Explanation: This article is necessary to provide funds for operating costs, i.e. heat, <br /> electricity, for the old Senior Center. <br /> Recommendation: Finance Committee to make recommendation at Town Meeting. <br /> Article 20 <br /> To see if the Town will vote to appropriate $3,500,000 for the purpose of architectural <br /> design, engineering services and construction of a new Mashpee Public Library, including <br /> the payment of all costs incidental and related thereto and to determine whether this <br /> appropriation shall be raised by borrowing or otherwise, provided that such <br /> appropriation shall be contingent upon a vote at an election to exempt from the <br /> provisions of G.L.C. 59 § 21C (Proposition 2 1/2), the amounts required to pay the <br /> principal of and interest on the borrowing authorized under this article. Further, the <br /> Board of Selectmen be authorized to apply for, contract for, accept and expend on the <br /> project any grant funds from the Commonwealth of Massachusetts or any other <br /> agencies and/or to accept and expend donations received for the purpose of designing, <br /> constructing and equipping a new library, or take any other action relating thereto. <br /> Submitted by the Board of Selectmen <br /> Explanation: This article is the first of a two-step process that would fund the design <br /> and construction of a new Library, and is contingent upon the passage of a debt <br /> exclusion question on the November election ballot. If voted the debt exclusion could <br /> potentially add an additional 12 cents per thousand assessed value. <br /> Recommendation: Finance Committee recommends approval. <br />
