Board of Appeals Minutes - October 11, 1989 Page 2. Paul E. and Ann T. Keon - Request a Special Permit under Section 6.3.I.9 • of the Land Use Regulations for permission to build a fixed pier in an R-3 zoning district on property located at 136 Captain's Row (Map 96, Block 22) Mashpee, MA. Members sitting: C. Hawver, M. Makunas, R. Halpern George Thorng of Arrow Engineering represented the applicant. He presented plans showing an existing structure which will be replaced. He said he had met with Shellfish Warden today and he had no objections. The end is fixed with an angled walkway. Ms. Hawver asked for comments from Paul Somerville, Shellfish Constable. Mr. Somerville read comments and suggested that all boating activity be confined to the three outer sections of the float. He stated that securing vessels along the pier section would result in disruption and possible destruction of the shellfish resources. Mr. Halpern questioned if rail was to be on both sides and Mr. Thorng stated that this was undecided. Mr. Makunas questioned scale of drawings. Mr. Govoni questioned how existing dock would be removed and Mr. Thorn said it would be removed by hand. Mr. Makunas moved to grant the Special Permit as requested with the condition that boat dockage win be limited to the 6' x 30' t -section of the structure. Mr. Halpern seconded. Members sitting:. C. Hawver, M. Makunas, E. Govoni Mr. George Thorng of Arrow Engineering represented the applicant. He explained that this application was similar to the previous hearing and located in the same area. He said he had visited the site with Paul Somerville, Shellfish Constable. Mr. Somerville requested the same conditions on boat dockage as in the Keon hearing Ms. Hawver asked the Harbormaster, Chester Koblinsky, if he had any comments and he replied that he had none. Mr. Makunas moved to grant the Special Permit with the condition that dockage of boats be allowed only on the 6' x 30' T -section of the float. Mr. Govoni seconded. All agreed.
