Board of Appeals Minutes - October 11, 1989 Page 3 <br />Robert Gauthier of the S.C.C.A. represented the application. He explained <br />• that the Association planned to build a seasonal dock. He said there is <br />presently an 84' concrete ramp at the site which was installed by the <br />developer in the 1970's. The ramp is 10' wide'and the concrete is 6" thick. <br />They are proposing to construct a seasonal ramp over the cement ramp for <br />several reasons: <br />1. the present ramp has a very slight pitch and is not practical for <br />launching boats <br />2. the new Town ramp is within 300' of the present ramp <br />3. the new dock would be used for residents of South Cape Beach estates <br />and Quail Hollow village <br />4. The proposed ramp would be 78' long with 15' on land and 63' over <br />water <br />5. the existing ramp will not interfere with shellfish, present <br />moorings or private docks <br />6. they are requesting a permit for seasonal use from May 1 to <br />October 15 <br />7. off-season storage will be on the lot 130' from the water <br />is <br />8. floats will be anchored into the concrete with 10 eyebolts <br />with chains that will fasten into the side of the float. In <br />addition there will be 3" galvanized pipe on both ends of the <br />main float. These will also be attached to the land. <br />Mr. Halpern questioned the location of the anchoring bolts and <br />Mr. Gauthier replied that the engineers had suggested five bolts on <br />each side. <br />Mr. Makunas mentioned that chains were slack and questioned if they <br />would hold in tide swings. Mr. Halpern asked if pounding of waves would <br />pull eyebolts out of cement. He questioned if the use of 2" galvanized <br />pipe might result in better stability. Mr. Makunas stated that if you put <br />enough chain to avoid the tide problems the chain will not secure the dock. <br />Mr. Gauthier said they had considered the use of galvanized pipe <br />but had followed the advice of the engineers. <br />Mr. Friel asked for age of the ramp and Mr. Gauthier said it was <br />built in 1973 and that the engineer who had checked the concrete said it <br />was in good condition. <br />Mr. Gerry Umina, a resident of the area, stated that he was not opposed <br />to the dock but was opposed to where it was being placed. He said people <br />had bought property in the area with the idea that the ramp was going to be <br />• in place. He said he used the ramp and did not understand why the new <br />dock had to be in that location. He said the South Cape Civic Association <br />is taking away the right of the members to use the ramp. He said there <br />were other locations to place the dock. <br />
