Board of Appeals Minutes - October 11, 1989
Page 5.
Mr. Makunas said it would be helpful to try to resolve the differences.
He asked Mr. Umina for suggestions.
• Mr. Umina suggested they move the dock to one side or the other of the
ramp. He explained there was space between the grass and ramp.
Mr. Makunas stated they could have a boat ramp and a dock. Mr. Halpern
agreed.
Mr. Lofchie stated that Shellfish had some objections to other
locations. Mr. Somerville said he had no comments in favor or opposed
to other locations.
Mr. Lofchie said the people with boats in the area thought this
location was best.
Frank Venuto, a resident, asked if they compromised and planned
on both the ramp and the dock would there be any opposition in going
to the side of the ramp. He had the impression from Conservation
that they would be disturbing the shellfish.
Mr. Somerville said he would not agree to have it go to the
north. He did not want to commit on a location to the south. It
might involve a more permanent structure a little further out.
Mr. Venuto mentioned that many area residents are retirement
age and have difficulty getting on their boats from dinghys. He
said the use of the dock will provide greater safety.
• Mr. Gauthier informed the Board that the plan presented was the
most acceptable plan for the Conservation.Commission.zIand if they are
refused by the Board of Appeals they will -be forced to construct a
permanent ramp which will be much more expensive. Mr. Gauthier
said most people had moorings and only used the ramp twice a year.
Mr. Umina said the Association does not have the right to
take away the use of the ramp. He suggested if the location were
moved to the south they would have deeper water.
Mr. Friel asked why the Association was building a second dock.
Mr. Lofchie explained that residents of Whippoorwill Circle will pay
for their dock. He said the two areas of Quail Hollow and South Cape
Beach Estates are quite separate.
Mr. Halpern questioned the dimensions on the plan relating to the
location of shellfish beds. Mr. Gauthier replied that they had estimated
those. He said members of the Association had done the measurements.
Mr. Halpern asked Mr. Somerville for.comments. Mr. Somerville said he
did not agree with their assessments. He said there were some oysters
in the area north of the location. The area to the south had some
seed quohogs.
Mr. Halpern said he would feel more comfortable if there was a
• corporate vote by the Board of Directors. Mr. Gauthier replied that
there had been a corporate vote and a vote of membership.
