r
BOARD OF APPEALS . Minutes - February 28, 1990 2.
0 Terry (cont.)
island installed at the curb cut and asked if the owners planned
to have any police monitoring at the height of the season. Mr. Kirrane
responded that this was not contemplated at the present time but would
be addressed if there was a problem.
Mr. Kirrane explained that the State would like to see all of the
property owners on this stretch of land combine entrances and permit
both right and left turns from limited access points.
Mr. Wascowitz said that the Town of Yarmouth used the same parking
space requirements for miniature golf courses as used for bowling alleys.
Yarmouth required 72 spaces. He explained that he had enough parking
for his restaurant but if people parked in his lot and walked to the
golf course it would be a problem. He asked if the applicant was applying
for a mixed-use license.
Mr. Kirrane replied that they were applying for recreational use
only but might eventually want a snack bar. He presented letters from
neighbors in favor of the project and a traffic survey of the site.
Mr. Boyd informed the Board that the Design Review Committee had
questions on the percent of lot coverage and had requested a plant schedule.
Mr. Kirrane said that a plant schedule will be provided. He said he
• considered lot coverage was below 20% and did not believe that the walkways
constituted part of lot coverage.
There was discussion of the winter appearance of the lot and the
fencing planned. Mr. Kirrane explained that they planned for a split
rail fence and that the attendants would monitor the customers.
Mr. Makunas asked for a poll of the audience and said he was interested
to know if people wanted this facility. There were no comments from
the audience.
John Hirst, co-owner of the Seafarer Restaurant, asked for further
discussion on the parking. He said he had studied the course in Yarmouth
and learned that people wait in line an hour and tie up parking spaces.
He also questioned the rest room facilities.
Mr. Kirrane replied that no public rest rooms were planned and
that there was space for additional parking if needed. Mr. Boyd said
that they would have to have rest rooms since the course would be a
place of public assembly.
Mr. Hanrahan moved to grant the permit subject to approval of curb
cuts. There was no second. Mr. Hanrahan withdrew his motion.
Mr. Makunas moved to take the application under advisement. Mr.
• Hanrahan seconded. All agreed. Mr. Boyd suggested that Town Counsel
should be asked for an opinion on the interpretation of lot coverage
for this type of use. Mr. Makunas amended his motion to include a
request for a legal opinion on lot coverage. Ms. Hawver seconded.
All agreed.
