Board of Appeals July 11, 1990 7 <br />Shellfish Warden asking him to draw up a map of the waterways of <br />• Mashpee showing us known shellfish areas, potential shellfish <br />areas and any other• pertinent information which might be of help <br />to this Board. Mr•. Somerville stated he could pr•epar•e a map and <br />would offer the Board the opportunity to go out for• site visits. <br />Mr•. Makunas said that applicants do not usually know of <br />opposition until they come to a hearing. Mr. Friel moved to have <br />the Board send a letter to the Shellfish Warden requesting a map. <br />Mr. Makunas seconded. All agreed. <br />6. Mr•. Makunas proposed that the Board put in its rules that <br />we do not accept applications for docks between September and May. <br />He said that the Board members do not know how docks are used in a <br />neighborhood, how many docks there are or• what the boat traffic is <br />unless you go out there between May and September•. He stated that <br />the Board cannot evaluate the impact of a dock application without <br />site visits. There was discussion that the suggestion be reviewed <br />with Town Counsel. <br />7. Impact fees: Ms. Hawver• reviewed the regulations of <br />Chapter• 593 of the Acts of 1989 which empower the Board of Appeals <br />to hire consultants at the applicant's expense. She presented a <br />draft of the regulations. Mr•. Makunas moved to accept the draft <br />and to file with the Town Clerk the adoption of the provisions of <br />Chapter 593 and amendments to the Rules and Regulations of the <br />Board. Mr. Hanrahan seconded. All agreed. The secretary was <br />asked to review the regulations with Town Counsel. <br />B. Zoning article - Ms. Hawver.asked the Board for• opinions <br />on the draft article prepared by Asst. Town Counsel Leslie Morse <br />concerning access on unpaved roads. <br />The Board members were not in favor of the revision. Mr•. <br />Makunas suggested that the Board send a letter to the Building <br />Inspector asking for• enforcement of the present by-law. Mr. <br />Hanrahan moved to send a letter. Mr•. Makunas seconded. All <br />agreed.
