BOARD OF APPEALS <br />• MEETING WITH PLANNING BOARD <br />September 5, 1990 <br />The Mashpee Board of Appeals held a meeting with the Planning Board <br />on -Wednesday, September 5, 1990 at 10:00 P.M. Members present were: <br />C. Hawver, W. Hanrahan, M. Makunas, E. Govoni, J. Friel and T. Christian <br />Planning Board - Planning Board members present: A. Ferragamo, P. Coffey, <br />J. Mills, L. Behrmann <br />Mr. Ferragamo said he had requested the meeting to review the proposed <br />zoning by-law articles for the next warrant. He said that certain <br />commercial developments were not covered in the by-laws and some errors <br />in the by-laws. Commercial Centers less than 10,000 sf would come to <br />Board of Appeals and larger projects to the Planning Board. <br />There was discussion of Cape Cod Commission requirements. Ms. Mills <br />said she doubted if the Commission will be as thorough in addressing <br />local issues as the Planning Board. Mr. Makunas discussed denials <br />of Special Permits and said petitioners now have the right to submit <br />revised plans and apply again within two years. He said applicants <br />have a right to an independent review by another Board. Ms. Mills <br />said the State statute does not mention referral to a Board of Appeals. <br />• Mr. Friel commented that the Town Planner and the Planning Board should <br />be more involved with planning rather than Special Permits. <br />Mr. Ferragamo stated that the provisions of Chapter 593 were useless for <br />both the Planning Board and the Board of Appeals. He said the Boards <br />do not have time to interview consultants and prepare contracts. <br />Mr. Govoni explained that the Board of Appeals has already done interviews. <br />Mr. Ferragamo said that the Planning Board has an operating budget for <br />consultants. Mr. Makunas asked why the services of the Planning Board <br />consulting engineer were not available to the Board of Appeals. <br />Mr. Ferragamo said his budget was $12,000. Ms. Mills said the By-laws <br />have few standards for commercial development. Mr. Friel asked why <br />the Board of Appeals was not notified earlier of the proposed by-law changes. <br />He suggested that the two Boarch meet regularly. Ms. Behrmann said that <br />the Planning Board had done radical changes in the proposals of the <br />Town Planner. <br />Mr. Hanrahan said that the Board of Appeals should have input from the <br />Town Planner. There was discussion of memos from the Town Planner but <br />no attendance at meetings to answer questions. Mr. Makunas sited the <br />absence of any information on the McDonald's application or the 40B <br />application. <br />0 <br />
