MASHPEE BOARD OF APPEALS <br />Minutes <br />Wednesday, October 24, 1990 <br />The Mashpee Board of Appeals held a meeting at 7:30 p.m. on <br />Wednesday, October 24, 1990 at the Mashpee Town Hall. Board members <br />present and acting throughout were: Cheryl A. Hawver, William J. <br />Hanrahan, John J. Friel and B. Thomas Christian. Edward M. Govoni <br />stepped down from the Board for the hearing on James Circle Realty <br />Trust and was present for the other hearings. Michael A. Makunas <br />was absent from the hearing on James Circle Realty Trust and was <br />present for the other hearings. Building Inspector Douglas S. Boyd <br />was in attendance. <br />Ms. Hawver called the meeting to order at 7:35 p.m. <br />James Circle Realty Trust: (continued from September 5, 1990) <br />Members present: C. Hawver, W. Hanrahan, J. Friel, T. Christian <br />Attorney Robert Mills represented the applicant and introduced <br />other representatives: Michael Princi, attorney, Judith Barnet, <br />consultant and owner Joseph deMartino. <br />• Attorney Mills reviewed some of the issues raised by the Fire <br />Department and the Board of Health. He said they had now presented <br />topographic plans to the Board of Health. He also said that he'will <br />be meeting with the Conservation Agent to review the wetlands and <br />kettleholes. <br />He stated that there has been illegal dumping on the site -- <br />a hot water heater and a car and Mr. DeMartino was getting estimates <br />for removal. He discussed the costs of providing water -- $1,700 for <br />Town water and $1,350 for private wells and said Town water would not <br />be available until July of 1991. He said they would be willing to <br />connect to Town water if it were available prior to July of 1991, <br />preferably by December, 1990 or January, 1991. <br />Stephen Greelish, Chairman of the Board of Health, stated that <br />the Board of Health has some problems with the 21E report done by <br />Arlene Wilson Associates in 1989. He said no water samples or soil <br />samples were done, the 21E had not picked up the dumping in the kettle <br />holes and said these issues had to be addressed. <br />Mr. Hanrahan questioned any influence from the plumes and <br />Mr. Greelish replied that eventually there might be evidence of the <br />plumes in the area served by the private wells. He said that the <br />Board of Health felt they could relax the requirement of the 21E <br />providing Town water was provided. <br />Mr. Mills said Arlene Wilson Associates had taken two water samples <br />and Mr. Greelish replied that they had been taken from the pond. <br />Mr. Mills said that there are two test wells on the site. Mr. Princi <br />said there are four wells on the site and Mr. DeMartino said they would <br />have no problem in taking new samples. <br />
