„ Board of Appeals Minutes - October 24, 1990 2. <br />4 <br />• <br />Mr. Greelish read from the 21E report that no ground water <br />observation wells were installed and/or monitored for the purposes of <br />this report. <br />Mr. Mills reviewed the recommendation from the Fire Chief for <br />residential sprinkler systems and the use of power venting. He <br />said they would meet the State Building Code but did not think <br />residential sprinkler systems were required and that power venting <br />had been used in the Town. <br />Mr. Mills said they had not received any comments from the Planning <br />Board and asked if the Board of Appeals had received any. <br />Mr. Mills said they were prepared to discuss the design of the house <br />but are still committed to the 23 units of the one ranch design. He <br />said it would not be economically feasible to do fewer units unless <br />they received cooperation from other Town boards, specifically on the <br />release of the road covenant by the Planning Board. <br />Mr. Hanrahan asked if they had met with the Planning Board and <br />Mr. Mills replied that they had an informal meeting and 3 members seemed <br />to favor releasing the covenant. <br />Mr. Princi stated that they had tried to create a cooperative effort <br />with Town Boards and said it would be appropriate for Town Boards to put <br />their recommendations on record. <br />Mr. Hanrahan questioned the current status of the financing on the <br />application. Mr. Princi replied that they had initially filed under <br />the HOP program for the 40B but due to economic conditions in the State <br />they were changing to the Local Initiative Program. Ms. Barnet said <br />the Local Initiative Program puts the burden on financing on the <br />developer. <br />Mr. Hanrahan questioned if the discussion was premature since <br />application under the Local Initiative Program had not been presented <br />to the Board of Selectmen. Mr. Princi replied that at the time of <br />application they had all of the preliminary approvals. <br />Mr. Greelish asked for the time frame on the installation of water <br />and said the Board of Health would try to facilitate if possible. <br />Mr. DeMartino said if water were available they would entertain <br />that favorably if it fell into the construction time table. He said <br />they would hope to put in foundations in December, 1990 and January, 1991 <br />depending on the frost. <br />Ms. Hawver reviewed correspondence from Conservation on the wetlands <br />on Lot 14. Mr. Princi said that when the cleanup is done he would expect <br />they would be taking some soil samples. <br />
