John Mikutowicz - (Owner of record: Clifford J. Wickstrom) - <br />Requests a Special Permit under Sections 174-25.D1,2,3,4,5; <br />174-25.g.1,2,3,4,5,6,7,8,9, 10 and 174-25.H.6 to allow for partial use of <br />property by AGM Marine Contractors to store and maintain equipment and <br />use of office space and allow for leasing of unused space for multiple uses <br />in an 1-1 zoning district on property located at 30 Echo Road (Map 19, <br />Block 1) Mashpee, Massachusetts. <br />Members sitting: M. Makunas, Acting Chairman; John J. Friel, Clerk; <br />and B. Thomas Christian. <br />Mr. Makunas mentioned that a board member will be sitting that <br />operates a business within 300 feet of this property and asked if there <br />were any objections to this member sitting on the board. There were no <br />objections. <br />Jim Kraskouskas, a real estate consultant, represented AGM Marine. <br />Mr. Kraskouskas explained that Cape Cod Bank and Trust Company had <br />foreclosed on this property and that AGM Marine was preparing to purchase <br />the property. He mentioned that their work consisted of dock, pier and <br />boat ramp construction and that there would be work done on site. They <br />would also be parking cranes and trucks on site with minimal vehicle <br />maintenance. <br />Mr. Friel asked if there were any modifications planned for the <br />building. Mr. Kraskouskas responded that there were no modifications <br />planned other than there were two underground fuel tanks found on the <br />property and CCB&T had already removed them and they planned to clean <br />the property up. <br />Mr. Elias McQuaid of the Board of Health stated that the Board of <br />Health will need a septic upgrade of H-20 load capacity. He also stated <br />that there was not a valid occupancy permit, that one had never been <br />issued and that there must be one before the Health Department will sign <br />off on this building. He also stated that a water test would be required <br />because the existing well is within 100 ft. of the septic system and since <br />there will be maintenance of vehicles done on site, that oil changes be <br />done inside the building and that they file with the EPA for small quantity <br />hazardous materials and that AGM maintain a contract with a company for <br />disposal of such hazardous wastes. He also stated that because this <br />building was serviced by one private well that no more than 24 on-site <br />employees would be allowed. <br />
