Any such device placed without such permission may be summarily removed by the Harbormaster without notice or hearing, if he determines the same to be hazardous to navigation or restrictive of recreational use of the water . Said device may be disposed of as provided for in Section 4.7.4 of this by-law. (Amended at Special Town Meeting November 91 1981 , Approved by Attorney General February ib, 1982) . Section 4.7.3. 1 Permits. The Harbor Master shall have the exclusive right to issue permits for the placement of moorings for vessels, boats, rafts and floats held by anchors or bottom moorings at any locations within the territorial jurisdiction of the Tot-in . Section 4.7.3.2 Regulations. The Harbor Master shall adopt regulations for anchoring of and the placement and maintenances of moorings to anchor boats, vessels, rafts and floats an make these available upon request to any applicant for a permit . I Section 4.7.3.3 Fees. The Harbosr Mastser shall collect a fee of Twenty Dollars ($20 .00) annually for each permit for a mooring he issues. Section 4.7.3.4 Violation . Any violation of the . provisions of Article 4 .7.3 shall be punished by a fine of not more than Fifty Dollars ($50 .00) . I Section 4.7.3.5 Removal of Mooring. If the owner of a mooring refuses or fails, after notice from the Harbor Master , to relocate or remove his mooring within such time as the Hart-or Master adjudges reasonable , or if the Harbor Master is unable to ascertain the owner of the mooring, the Harbor Master may cause such mooring to be removed or relocated and the Town may recover of the owner the cost of such removal or j relocation in a sum not to exceed Fifty Dollars ($50 .00) Any such mooring may be disposed of as provided for in Section 4.7.4 of this 8y-law.
