(upon completion of the development) on the site. If so, <br /> the Report shall specify how such materials are proposed to <br /> be handled, stored or disposed and a determination of <br /> whether or not such materials will have any impact on <br /> public health or safety. <br /> (c) Whether or not the development will cause any runoff <br /> of roadway drainage, or runoff of sediment due to erosion, <br /> into any surface water body, watercourse or wetland and if <br /> it will adversely affect any fishery, shellfish bed or <br /> other wildlife or aquatic vegetative resources. <br /> (d) A determination of the levels, in total pounds and in <br /> pounds-per-acre, of nitrogen and phosphorus which could be <br /> generated by the development. In making such determina- <br /> tion, the following standards shall be used unless the <br /> Applicant demonstrates to the satisfaction of the Board <br /> that other standards are applicable: <br /> 1 . Loading per person: 5 lbs. nitrogen per person per <br /> year; .25 lbs. phosphorus per person per year. Persons <br /> per dwelling unit = 3. <br /> 2. For commercial and industrial developments, nitrogen <br /> and phosphorus calculations shall be derived from ex- <br /> pected waste water generation as specified by Title V <br /> of Mass. General Laws Chapter 21A, Section 13. <br /> 3. Loading from lawn fertilizer: 3 lbs. nitrogen per 1000 <br /> square feet per year (with a minimum of 15 lbs. per lot <br /> in a single-family subdivision), .17 lbs. phosphorous <br /> per 1000 square feet per year (with a minimum of .85 <br /> lbs. per lot in a single-family subdivision). <br /> 4. Loading from road runoff: .38 lbs. nitrogen per road <br /> mile per day; .12 lbs. phosphorus per road mile per <br /> day. <br /> (e) The existing condition of the receiving water body, or <br /> water supply (existing or proposed) , including physical <br /> characteristics and water chemistry. Measurement of exist- <br /> ing surface water quality must be completed during summer <br /> (peak population) conditions. Measurements shall specifi- <br /> cally include concentrations of total phosphorus in fresh <br /> water bodies and total nitrogen in salt water bodies. <br /> (f) The expected change in the condition of the water body or <br /> water supply as a result of the proposed development. <br /> (g) The comparison, on a total pounds and a pounds-per-acre <br /> basis, of the total nutrient loading from the proposed <br /> development with the existing and potential loading from <br /> all other developments and acreage within the recharge area <br /> (under existing basic zoning ) of any receiving surface <br /> 6 - 21 <br />
