Chief , Police Chief and the consulting <br /> engineer to the Planning ,Board regarding the <br /> pre-application proposal for the development . <br /> ( i ) A list of the names as certified by the <br /> assessors maintaining any applicable tax list , <br /> and most recent available mailing addresses of <br /> the owners of all real property within three <br /> hundred ( 300 ) feet of the proposed development <br /> notwithstanding that the land of any such <br /> owner is located in another town . <br /> (j ) The developer ' s proposed phasing plan as <br /> required by Subsection 9 . 3 . 6 . <br /> ( k ) Any other items requested by the Conservation <br /> Commission , Planning Board or Board of Health <br /> at the pre-application conferences . <br /> 9 . 3 . 7. 3 Special Permit Review - Upon submission <br /> of the required application materials to the Board <br /> of Health , Design Review Committee and Conservation <br /> Commission , the applicant shall arrange to attend a <br /> regularly scheduled meeting of each in order to <br /> discuss the application and to solicit their <br /> comments . As part of its ' presentation at the <br /> Planning Board hearing on the OSID special permit , <br /> the applicant shall present the minutes of such <br /> hearings , ( unless fourteen days have elapsed since <br /> a hearing and no minutes have become available ) any <br /> letters or other comments issued regarding the <br /> development any any letters or comments received <br /> from the other Town Officials noted in Subsection <br /> 9 . 3 . 7 . 2 . The agencies . receiving copies of the plans ' <br /> shall submit written recommendations and comments <br /> on the proposed project within 35 days of filing . <br /> Failure to comment shall be deemed lack of <br /> objection . <br /> In reviewing the OSID application , the Planning <br /> Board shall make written findings regarding the <br /> following items : <br /> ( a ) Does the site meet the eligibility standards <br /> of Subsection 9 . 3 . 1 ? <br /> ( b ) Are the proposed uses permitted under <br /> Subsection 9 . 3 . 2? <br /> ( c ). Does the proposed open space meet the <br /> requirements of Subsection 9 . 3 . 3 and conform <br /> with the "Mashpee Open Space Incentive Plan " <br /> 9 - 19 <br />
