Mr . Clark appeared before the Board on November 20 , 1985 with copies <br /> of the agreements that had not been recorded . He explained that he was <br /> waiting for the certificates of title from the two owners , one of which <br /> was out of the country . Mr . Clark said that he would send the Board <br /> evidence of the recording once it was done . <br /> Upon motion duly made and seconded the Board voted unanimously to <br /> grant the Special Permit to construct . a dock subject to the recording of <br /> the easement and covenant .
