Page 2 At the public hearing of May 27, 1987, there wss no evidence pre- sented by the Petitioner to establish the fact that the construction of the dwelling in the location shown on the plan submitted would not have any adverse effect on the Mashpee River by causing an increase in silta- tion or the introduction of nitrates and other man made materials into the River, all of which would have a very degrading effect on the River and its ability to continue as a fish run. Attorney Kirraine agreed to secure the services of an engineer and submit a report to the Board. The hearing was continued from time to time at the request of and with the consent of Mr. Kirraine, in order to enable him to secure and file a report of the engineer with the Board. On November 18, 1987, a report prepared by A.M. Wilson, Associates Inc. was filed by Mr. Kirraine with the board. At its Novmeber 18, 1987 meeting Mr. Hanrahan made known to Mr. Kirraine that Thomas Sexton has resigned from the Board and that he desired to designate Edward Govoni to sit as a Board Member on the variance request of Mr. Sullivan. Mr. Kirraine assented to this request. The Board proceeded to consider the variance request for lot 15 and it reviewed the report submitted by Mr. Kirraine. this report addressed both lots .14 & 15. It did not bear the signature or stamp of an engineer and it did not provide a satisfactory demonstration that construction of the house on lot 15 in the location shown on the plan would cause no derogation to the Mashpee River and its important fish run. The report indicates that a number of conditions are recommended as performance standards in order to insure environmental integrity. The report did not provide sufficient detail . The question of the visible erosion currently depositing silt into the Mashpee River did not become resolved by the report.
