BOARD OF SELECTMEN Page 3 <br /> MINUTES <br /> THURSDAY, DECEMBER 27, 1990 <br /> South Cape Beach Agreement; <br /> Selectman Gottlieb made the motion for the Board of Selectmen <br /> to execute the agreement titled Agreement Between Department of <br /> Environmental Management and Town of Mashpee relative to the Great <br /> Oak Road agreement as;?well as the South Cape Beach development agree- <br /> ment. <br /> Selectman Hanson seconded the motion. The vote of the Board is <br /> unanimous. The vote is 4-0. <br /> 6: 58 p.m. Director of Public Works re: Popponesset Bride: <br /> Mr. Virgilio was present to discuss the Popponesset Island Bridge. <br /> He reports that as of December 12, 1990, all work related to the repair <br /> of the bridge abutment is completed. <br /> He has recommended a professional study be made by area residents <br /> and the bridge be closed until then. It has been over 1i years since <br /> an independant study has been made. <br /> Photographs were available for the Selectmen to review as to why <br /> the bridge is in line for a serious disaster. Mr. Virgilio also feels <br /> with the occurance of high tides, ice and snow, providing services <br /> over the bridge will occur on a day to day basis. The only vehicle <br /> he will allow is a pick-up truck with a snow plow in the event of a <br /> storm. <br /> Selectman Jacobson would like to address this issue as soon as <br /> possible. The largest problem is determining ownership of the bridge. <br /> Many residemt' s favor the betterment assessment process which is <br /> similar to a road takeover. <br /> The Board has agreed to take this issue under advisement at this <br /> time. <br /> 7:01 p.m. Discussion-Approval-Execution of 1991 Liquor Licenses: <br /> The Board reviewed the inspections made by George Baker and <br /> William Hauck to the liquor license establishments in Mashpee. . With <br /> regards to the establishments with no comments, Mr. Harrington has <br /> reported subsequent to the date of November 8, 1990 these reports <br /> were done. In conversation with George Baker, he reports the establish- <br /> ments have no violations. <br /> With concerns of the Flume Resturant, there are a number of <br /> violations to address. Mr. Mills is aware of the deficiencies and <br /> will address the code violations within thirty days. <br /> Some of the Flume violations include the main floor lacking two <br /> approved means of egress, insufficient egress to basement lounge and <br /> deficiency of two separate means of egress for the second floor apart- <br /> went. There is concern with the spiral staircase of blockage and egress. <br /> The Building Department, Fire Department along with Kevin Harrington <br /> will ad ,Mro. Mills to address these violations. <br /> With concerns towards the Obkray Trading Post, as of December the <br /> 27th, they have not paid their real estate and personal property taxes. <br /> Mr. Harrington reports the outstanding balance is approximately $1500. <br />
