Page 3 <br /> Warrant - Draft 2 (8/15) <br /> Ms. King expected that this Warrant should be light and that some <br /> Articles would be pulled at the next Selectmen's meeting. The <br /> Committee briefly reviewed the Articles containing money issues. <br /> Ms. King was not in favor of Article 12 or Article 13. She did not <br /> believe the Administrative Assistant to the Board of Selectmen was <br /> exempt from the union contract. The Chairman did not think the <br /> Committee should support Article 14 (reclassification of certain <br /> library positions; or Article 15 (changing circulation assistants <br /> to standard part time positions) . Mr. Goggin asked if there was <br /> even a need for these articles to be contained in the Warrant now <br /> that the Town has unionized. In regard to article 17 (the Landfill <br /> capping) the Committee asked Mr. Gallo to review this. The <br /> Committee agreed Article 19 (printing 100 General By-Laws) and <br /> Article 20 ( (furnish elections office) looked okay. <br /> There appeared to be a problem with Article 21 (building a closet <br /> to house permanently bound record) , due to the fact that the Town <br /> Hall will be renovated. The Committee also agreed that if Article <br /> 23 (constructing a fence around the Flume) be necessary then it <br /> should be paid from the Conservation Funds. <br /> Ms. King and Mr. Goggin agreed that Petition Article 26 (amending <br /> 14 days notice of Warrant to 30 days notice) would be helpful. Mr. <br /> Goggin also felt that Article 27 (publishing a sum in the Warrant) <br /> would be helpful to taxpayers. He explained that the amount could <br /> always be amended on Town meeting floor. <br /> Ms. King did not agree with Article 28 (wanting a vote even if <br /> request is within Proposition 2 1/2) . Mr. Goggin felt that if the <br /> Capital Improvement Committee was working then this would be <br /> unnecessary, but if the CIP was not working then this Article would <br /> be beneficial. <br /> Mr. Bacigalupi stated that he would be hesitant to agree with <br /> Article 29 (placing the Town Planner under the Planning Board's <br /> supervision) until further clarification was obtained. <br /> Ms. King asked if the Committee felt a joint meeting with the Board <br /> of Selectmen would be beneficial? The Committee agreed that it <br /> would be and Ms. King stated that she would contact Chairman <br /> Vaccaro. Mr. Goggin also stated that the Committee should take a <br /> standpoint on all Articles because some articles could have a <br /> monetary impact. <br /> The meeting adjourned at 8:00PM.
