MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> AUGUST 29, 1995 <br /> MEETING COMMENCED AT 7:OOPM <br /> Finance Committee members present: Marcia King, Chairman; Sid <br /> Golub, Vice Chairman; Dan Goggin; Juan Bacigalupi and Alec Watt. <br /> Tony Gallo and Denise Sullivan were unable to attend. <br /> School Committee members present: Janice Mills, Chairman; Steve <br /> Paxton and David Consalvi. Dr. Lincoln DeMoura, Superintendent, <br /> was also present. <br /> Please note for the record that the taping of this meeting is for <br /> the transcription of the. Minutes only. Once the Minutes are <br /> approved, . the tapes will be reused. <br /> Chairman Mills asked the two Committee's present to review the <br /> Superintendent's handouts. The Committees first reviewed the High <br /> School Budget Salary Projections. She asked that members present <br /> keep in mind that these are only preliminary numbers. Mr. Goggin <br /> requested that Ms. Mills provide the Finance Committee with <br /> enrollment figures and also copies of the budget on a regular <br /> basis. He explained that these numbers were provided in the past. <br /> Dr. DeMoura stated that the School Committee does not provide <br /> individuals with entire packets, but would be happy to provide <br /> documents such as these. <br /> Ms. Mills indicated that currently there are 188 children enrolled <br /> in the kindergarten program. Dr. DeMoura stated that an additional <br /> kindergarten teacher had not been budgeted for. The projection had <br /> been 195 students. Ms. Mills mentioned that the School Committee <br /> had decided and voted that if kindergarten enrollment reached 190 <br /> students then an additional teacher and one aide would be added. <br /> Mr. Golub asked the State average for kindergarten size? Dr. <br /> DeMoura was unsure, but explained that for the vast majority of <br /> children, kindergarten is their very first experience with school. <br /> Foundation staffing vs. Actual Staffing <br /> Dr. DeMoura explained that this is a foundation established by the <br /> State. The Department of Education had provided a formula using <br /> numbers that school districts can base their foundation numbers on. <br /> He asked that when the Finance Committee see numbers come from the <br /> State, they should keep in mind that its only a foundation and <br /> should understand these are only minimum and estimate numbers. He <br /> asked both parties to review the second page which contains a list <br /> of unfunded items in the Foundation Budget. Ms. King stated that <br /> these items are not included in the Foundation Budget, but are <br /> contained in net school spending. Teachers' benefits are also <br /> included. Dr. DeMoura mentioned excess debt and Ms. King stated <br /> that excess debt is automatically applied in the Foundation Budget. <br />
