MASHPEE FINANCE COMMITTEE MEETING MINUTES OCTOBER 10, 1995 MEETING COMMENCED AT 7:OOPM Finance Committee members present: Marcia King, Chairman; Sid Golub; Dan Goggin; Juan Bacigalupi; 'Tony Gallo and Alec Watt. Please note for the record that the taping of this meeting is for the transcription of the Minutes only. Once the Minutes are approved, the tapes will be reused. Minutes Sid Golub Motioned to accept the Minutes of September 21, 1995 as written. Mr. Goggin seconded the Motion and the Finance Committee approved the Minutes unanimously. Correspondence The Finance Committee received a copy of a memorandum from Robert Whritenour that was sent to all Department Heads on September 28, 1995 regarding a Department Head meeting scheduled for October 4th. The Finance Committee also received a copy of a memorandum that was sent to all Department Heads from the Executive Secretary regarding the Capital Improvement Program. The Chairman invited all Finance Committee members to attend the next Board of Selectmen meeting with her, scheduled for October 16th. She expects that at that meeting the new union, police and fire contracts will be brought up for discussion. Ms. King also mentioned that a joint meeting should be set up with the Selectmen for their appointment of their vacant seat and to discuss Unions. The meeting would need to be in Executive Session when Unions are discussed. Mr. Golub suggested having separate meetings. Mr. Bacigalupi asked if a Capital Request letter was enclosed in the packet from Mr. Whritenour? Ms. King answered no. He suggested placing in writing that the Finance Committee recommends a 2% budget increase as stated in the Long Range Plan or maintain level service. Ms. King suggested recommending level funding with an increase of no more than 2%. Ms. King asked that a letter be sent to the Board of Selectmen in regard to budget planning with their recommendation of level service with an increase of no more than 2%. Mr. Golub suggested that the letter should also include an option that the Executive Secretary can fund departments at certain levels. Give Mr. Whritenour the flexibility so that all departments need not adhere to a 2% increase but that the overall effect should only be an increase of 2%. He explained that one department may be funded with a higher increase, but another department will need to be reduced.
