MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> OCTOBER 10, 1995 <br /> MEETING COMMENCED AT 7:OOPM <br /> Finance Committee members present: Marcia King, Chairman; Sid <br /> Golub; Dan Goggin; Juan Bacigalupi; 'Tony Gallo and Alec Watt. <br /> Please note for the record that the taping of this meeting is for <br /> the transcription of the Minutes only. Once the Minutes are <br /> approved, the tapes will be reused. <br /> Minutes <br /> Sid Golub Motioned to accept the Minutes of September 21, 1995 as <br /> written. Mr. Goggin seconded the Motion and the Finance Committee <br /> approved the Minutes unanimously. <br /> Correspondence <br /> The Finance Committee received a copy of a memorandum from Robert <br /> Whritenour that was sent to all Department Heads on September 28, <br /> 1995 regarding a Department Head meeting scheduled for October 4th. <br /> The Finance Committee also received a copy of a memorandum that was <br /> sent to all Department Heads from the Executive Secretary regarding <br /> the Capital Improvement Program. <br /> The Chairman invited all Finance Committee members to attend the <br /> next Board of Selectmen meeting with her, scheduled for October <br /> 16th. She expects that at that meeting the new union, police and <br /> fire contracts will be brought up for discussion. Ms. King also <br /> mentioned that a joint meeting should be set up with the Selectmen <br /> for their appointment of their vacant seat and to discuss Unions. <br /> The meeting would need to be in Executive Session when Unions are <br /> discussed. Mr. Golub suggested having separate meetings. <br /> Mr. Bacigalupi asked if a Capital Request letter was enclosed in <br /> the packet from Mr. Whritenour? Ms. King answered no. He <br /> suggested placing in writing that the Finance Committee recommends <br /> a 2% budget increase as stated in the Long Range Plan or maintain <br /> level service. Ms. King suggested recommending level funding with <br /> an increase of no more than 2%. Ms. King asked that a letter be <br /> sent to the Board of Selectmen in regard to budget planning with <br /> their recommendation of level service with an increase of no more <br /> than 2%. Mr. Golub suggested that the letter should also include <br /> an option that the Executive Secretary can fund departments at <br /> certain levels. Give Mr. Whritenour the flexibility so that all <br /> departments need not adhere to a 2% increase but that the overall <br /> effect should only be an increase of 2%. He explained that one <br /> department may be funded with a higher increase, but another <br /> department will need to be reduced. <br />
