MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> OCTOBER 24, 1995 . <br /> MEETING COMMENCED AT 7:OOPM <br /> Finance Committee members present: Marcia King, Chairman; Sid <br /> Golub; .Dan Goggin; Juan Bacigalupi; Tony Gallo and Alec Watt. <br /> Please note for the record that the taping of this meeting is for <br /> the transcription of the Minutes only. Once the Minutes are <br /> approved, the tapes will be reused. <br /> Minutes <br /> Juan Bacigalupi Motioned to accept the Minutes of September 26, <br /> 1995 and October 2, 1995 as written. Mr. Watt seconded the Motion <br /> and the Finance Committee approved the Minutes unanimously. <br /> Correspondence <br /> The Finance Committee received a copy of a memorandum from Nancy <br /> Caffyn addressed to the Board of Selectmen. The memo was in regard <br /> to her request to develop a policy to insure that the Finance <br /> Committee has a greater involvement in the Warrant process and in <br /> future contract negotiations. Ms. King explained that she had <br /> attended the Selectmen's meeting and expressed that a Finance <br /> Committee member would like to attend negotiations, so that future <br /> misunderstandings could be avoided. Mr. Goggin did feel that the <br /> Selectmen welcomed the Finance Committee in helping to set the <br /> parameters for the previous negotiations. He felt the Selectmen <br /> were willing to work with the Finance Committee. Ms. Mills <br /> apparently mentioned that she was not sure a Finance Committee <br /> member would want to attend a three hour meeting for only a two <br /> minute discussion regarding contracts. Ms. King felt that the <br /> Finance Committee made their position understood. Mr. Goggin asked <br /> how they should follow up on this? He suggested corresponding with <br /> the Executive Secretary. Ms. King suggested inviting Mr. <br /> Whritenour and interested Selectmen to attend their next meeting on <br /> November 14th to discuss parameters of the upcoming contracts. Ms. <br /> King mentioned that she would speak to Mr. Whritenour and Mr. <br /> Vaccaro about being notified of Executive Session meetings <br /> regarding negotiations. <br /> Mr. Goggin asked how the Committee would go about setting <br /> parameters for the contracts? Ms. King stated that this could not <br /> be discussed in regular session. <br /> Joint Meeting with the School Committee <br /> Ms. King indicated that she spoke with Dr. DeMoura about a joint <br /> meeting. He said that he would speak to Janice Mills. The School <br /> Committee are currently working on the high school budget and has <br /> been instructed to prepare a contingency plan should the school not <br />
