a
• Board of Selectmen
Minutes
August 19, 2002
APPOINTMENTS AND HEARINGS:
Save Popponesset Bay, Inc. —Dredging Popponesset Bak (continued)
Recent correspondence from the Army Corps. of Engineers has advised
the Town to establish a beach management plan to include dune grass
maintenance and pedestrian access control measures.
It was noted that the matter was discussed at the July meeting of the
Waterways Commission. It was suggested that the Town work with the
entity to further detail the disposal of the dredge material. For the Town
to accomplish the objective of protecting the Spit while performing
maintenance dredging, it is necessary for the Waterways Commission to
work with New Seabury to obtain an easement agreement. At present, an
easement has not been approved to deposit material on property belonging
to New Seabury.
The Waterways Commission believes the Town should support the plan of
• protecting the Spit as it protects some of the most valuable property in the
Town of Mashpee. Further, a stable bay is a valuable recreational asset to
the Town.
Perry Ellis, Harbormaster recommended approval. Town Meeting 2001
voted to appropriate funds for the annual maintenance dredging of the
Popponesset Bay and Waquoit Bay channels. Approximately$19,000
exits in the Waterways Maintenance Account.
Discussion followed with respect to the utilization of Town funds on
private property. It was agreed that the Waterways Commission and
Harbormaster would gather further information and investigate options for
potential state funding to assist with the intended project scope. Town
Counsel would be consulted regarding the expenditure of Town funds on
private property. The matter will be placed on a future agenda of the
Board of Selectmen for additional review and discussion.
•
