8 <br /> Board of Selectmen <br /> Minutes <br /> January 23, 2017 <br /> Discussion of Tribal correspondence, dated January 10, 2017 and January 13, 2017: <br /> The Board of Selectmen reviewed communication received from the Mashpee Wampanoag <br /> Tribe respectively on January 10, 2017 and January 13, 2017 in response to the letters received <br /> from the Board of Selectmen dated June 16, 2016 and August 18, 2016. In response to the <br /> Selectmen's approach to open the lines of communication between Chairman to Chairman, it is <br /> the recommendation of the Tribal Council to begin open lines of communication between the full <br /> membership of the Tribe's respective bodies. As a way to proceed forward, a meeting of the full <br /> Tribal Council and full Board of Selectmen is proposed. <br /> Although it was agreed it may be cumbersome to have meetings between all parties, it was <br /> decided the Board of Selectmen would accept the invitation while adhering to the mandates of <br /> the Open Meeting Law by posting and televising the meeting which is required to be open to the <br /> public. It was noted the Tribal Council headquarters has the capability to televise meetings. <br /> It was determined the Chairman of the Board of Selectmen would work with the Tribal Council <br /> Chairman to develop an agenda for this meeting. <br /> The additional communication received from the Tribe dated January 13, 2017 clarifies the <br /> Tribe's position with respect to the status of the land in trust. As noted, the Tribe remains <br /> situated upon sovereign, reservation land, and the land has remain{ed} in trust. Therefore the <br /> MOU remains effective. The Board of Selectmen was also in receipt of communication from the <br /> U.S. Department of the Interior, Associate Solicitor—Indian Affairs dated January 13, 2017 <br /> regarding the land in trust located in the Town of Mashpee. It was affirmed the lands currently <br /> remain in trust. <br /> Review and execution of Memorandum of Understanding between the Town and the Mashpee <br /> Wampanoag Tribe relative to Mutual Aid Assistance: <br /> It was disclosed the Memorandum of Understanding between the Town and the Mashpee <br /> Wampanoag Tribe relative to Mutual Aid Assistance was voted upon unanimously by the Tribal <br /> Council to approve the extension on January 9, 2017. The executed document was hand <br /> delivered by the Tribe to the Town on January 10, 2017. <br /> Motion made by Selectman Cahalane to execute the MOU between the Town of Mashpee <br /> and the Mashpee Wampanoag Tribe relative to Mutual Aid Assistance for a one-year <br /> period terminating on January 11, 2018. <br /> Motion seconded by Selectman Sherman. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb, yes Selectman Cahalane, yes Selectman O'Hara, yes <br /> Selectman Cotton, yes Selectman Sherman, yes Opposed, none <br />
