MASHPEE ZONING BOARD OF APPEALS
Petitioner: Habitat for Humanity Of Cape Cod, Inc.
Owner Of record: Town of Mashpee.
132 Quinaquisset Avenue(Map 69 Parcel 18
Iashpee, IIA 02649
CP-2015-06
15. On January 20, 201 ,the ZA distributed copies o f the errrplete Petition to the
appropriate Town Departments for review and comment.
16, On January 22,2015,DPW Director Catherine Laurent sent a memo to the Z A
and considers the 12 foot wide paved "road" a driveway, not a road. It would
be the responsibility o f the property owner to maintain this ri vewayr, i ncl ud in
plowing in winter. This driveway and utilities would also require a curb cut
from DPW for the access onto Quinaquisset Ave. For emergency response
purposes, as the property has been re-addressed the house number should be
placed in a location visible from Quinaquisset Ave.
"'road" - proposed, the construction does not meet the minimum
If a road s actually pOs ,
requirements for a road. Are these requirements something the Z A can grant
' a waiver ftorn Or would Planning Board approval be needed under the
Subdivision Control Law` If it is determined to be road and whatever waivers
Or variances are granted, I would ask the ZBA t0 impose as a condition of
approval of these waivers/variances .a requirement that the property Owner
maintain the road, including plowing in winter."
17. On January 21, 2015, Board Of Health Agent, Glen Harrington sera a memo t0
the ZB A stating h e reviewed the silo plan and proposal and the property is NOT
located in Zone 11 s0 there is n0 restriction on number ofbedrooms. A complete
Title v septic design will need t0 be submitted prior to Building Permit
issuance. A land surveyor's stamp is required due t0 the project being new
construction.
18. On February 5, 2015, Conservation Agent, Andrew McManus seat a mem
stating the property i s not under the e0rx mission's purview Or junsdietion. He
does not believe.there are any wetlands in that area. However, the property
owners will indeed have t0 contact NHSP prig t0 any development, and will
have necessary requirements/reviews. It has nothing t0 d0 with the Deal
commission in the absence Of any wetlands.
19. On January 22, 2015, Fire Depart-hent Inspector, Joel Clifford sent a memo
stating the issues were the width of the driveway and the ability for fire
apparatus t0 tum around. The Applicant agreed to make a tee turnaround at the
end Of the driveway closest t0 the house for fire apparatus. Also the drive ray
will be 12 feet.
20.
