Page 4
Mr. Rowley said the pipe between two roads was deep so they had a,
pipe going up a hil and he didn't feel it was -a good set up so they
put another pipe between two basins and redesigned that area , He
asked them to show a plan to substantiate the area to be agreeable .
He said he hasn't seen a revised plan, He said he had suggested
they put some crushed stave around the basins . He went on to say
he had approved -the profile plans with the exception of this
revised area ,
Atty. Morse stated they're trying to concentrate. on one section
as they're ready to close on the first building and 4 buildings are
ready for occupancy permits . He said they willing to do everything
to satisfy them and tonight he wants t -get occupancy permits for
the first 4 buildings and the Board will still have some left for
their protection.
The Board said there was still a lot of work to be done as the
drainage pit isn't in fret . They suggested he post a bond. Mr.
- : Dubin said he could agree to a release subject to Mr. ogle y
inspection of the binder and drainage and a bond ,
Atty. Morse asked how one comes up with a bond figure . The Board
informed i-m that he must contract someone to do the work for
figure amount and show proof that they have done so and then allow
150% for inflation. Mr. Dubin felt the best solution to getting a
release was to finish the road,
Atty. Morse stated the Board had originally discussed releasing 2
buildings if the binder and drainage is in, The Board said they
had never -agreed to that and they had a.l s-o requested a landscaping
plan,
Atty. Morse said he felt the Board had grudge against the developer.
Mr. I ar ters stated ii was -specified in the Special Permit what
should have been dome and it 's the developers own fault that he has
to wait two weeks as he still hasn't done it . He also didn't like
being told the Planning Board 3s at fault for faltering, and he has
no grudge upon the developer.
Atty. Norse presented a landscaping plan and the Board suggested
they also submit it to the Design Review Committee . Ir. blarsters
Said they granted to see the landscaping for the entire frontage and
not just the entrance as this plan showed. He said it should also
show the depth of the loam and -sod around the buildings . The
majority of the Board agreed that the trees on Rte , 28 be left as
is-, even they're not nice , they're uniform. The Board asked that
he get .a master plan from a landscape architect , Atty. Morse said
the plan called for the owners to put in their awn shrubs around
