4 <br /> SECRETARY'S Y' R,EPOR <br /> Minutes for the regular meeting held on February 14, 2013 were mailed to members before the meeting. <br /> A motion was made by Mr. Shackett and seconded by Mr. Halpern to accept the minutes as <br /> presented. The motion was adopted. <br /> TREASURER'S REPORT: <br /> Budget-to Actual Fert: Mrs. Botsford presented the budget to actual report, prepared by' the fee <br /> accountant, and reviewed it with the board, explaining the variances. Since our Fiscal Year 2013 has noir <br /> been approved, the report is based on that budget. <br /> Accounts Payables: Mrs. Botsford presented the warrants for signature. The warrants for signature <br /> tonight are for the month of February 2013 and total as follows: :- $34,558.11 for 4001, $8,778.00 for <br /> Section.8, $16,047.00 for MF VP, $36,053.68 for Asher"s Path Apartments and $12,561.00 for the Housing <br /> Assistance Program. <br /> Mrs. Botsford reported that vire have all residents paid in full at all developments. We are 100% occupied <br /> at Homeyer Village but have one vacancy at Breezy Acres and two vacancies at Asher"s Path and another <br /> expected at the end of the month and another expected at the end of April. The process is underway for <br /> selecting new residents. We've increased advertising for Asher's Path, as the list is very short and most <br /> of those on the list right now cannot move at this time. Mrs. Botsford will have a meeting with the <br /> assistant property manager on Monday to review strategies. A motion was made by Nor. Harsch and <br /> seconded by Mr. Shackett to accept the treasurer's report as presented. The motion was <br /> adopted. <br /> EXECUTIVE DIF ECTO REPORT; <br /> T: <br /> Mrs. Botsford mailed members her written report for February and added the following report: <br /> 0 -1 attended the annual MassNAHRO Legislative Day at the Mate House. It was very well attended <br /> by not only housing authorities, but legislators as well. <br /> • The Asher's Path annual audit was completed in about 10 days). The draft report has been <br /> issued with no findings. <br /> 0 The Mate Auditor's is still conducting their audit. They are running every longer than the time <br /> expected. Since it has been four months, I contacted the Audit Manager and spoke to him about <br /> finishing up and we settled on a date of April 3, at which time I will have an exit conference with <br /> the auditor and the audit manager. our accountant, Torn Joy, will attend as weli. <br /> • As agreed in the mediation, I met with Asher"s Path residents to go over any issues/concerns <br /> they have. Kevin attended as weli, which was very helpful to me. overall I think it was a good <br /> meeting. I kept to the agenda, despite people wanting to talk about the blizzard. <br /> • our budget las approved by DHD this month. <br /> I received my next level certification under the-UHT .Pro .ram 'p <br /> • 1 have been nominated to be the MassNAHo Tice-President representing small housing <br /> authorities. Elections are in May. <br /> • our annual Property Manager Review by MassHousing will tale place later this month. <br /> • All employee evaluations will be done by the end of the month. <br /> OBD BUSINESS: <br /> Town land available: Mrs: Botsford reminded the board that Mr. Harsch wanted to continue to pursue <br /> obtaining another piece of property from the town for development,, so a meeting was scheduled. Mr. <br /> Harsch slid not attend, but Mrs. Botsford met with Town Manager, Joyce Mason, and Michael Richardson, <br /> Selectman, to discuss the possibilities. After updating the board of the pieces of property available— <br /> basically two large enough —and the fact that the town is leaning towards wanting home ownership <br /> .rather rentals so that some revenue can be gained), it was decided to first see if there is money <br /> available for a feasibility study for the"Heritage Park Site".
