I
i
I
5
i
I
I
Motion made, seconded and unanimously carried to approve the cost over-ride for the
URS to be paid from the Conservation Maintenance and Improvement Fund.
. Bob said he's had on-going discussions with Chief Baker who has communication
with the U.S. Division of the Interior regarding the control burn on the refuge, and
George is completely satisfied with their procedures. Bob hasn't had a chance to
review it with hire, but when he does, if anyone grants to sit in, just let Bob know.
I
. Finance Committee
I
Bob said our budget was approved. we took another little hit on in-state travel.
I
We can do it this year, but next year may be even worse.
They are not replacing people who have left. our Assistant Agent situation is
still unclear, but when that is clarified, the position will not be replaced. Michael asked
what the members can do to help. Bob said he thinks there will have to be more sub-
committees.
Bob said we had a request from Carleton Meredith, chairman of the Finance
I
Committee (not our liaison), to meet with him to discuss whether or not we are
disposable. Bob would lime be accompanied by a member of the Commission and/or
Chuck Green. Bob can answer technical questions about staff time and what we do,
but doesn't want to get involved in politics. Jack said he'd be glad to attend. Michael
said basically all you have to tell there is that this Commission isn't expendable
because it's a requirement the Town has under the wetlands provision.
B. The Bright Coves Village sent Bob a letter sabring evidently there are private parties
on Popponesset Island who are creating a path on common land to the water. Bob
hasn't seen it, but they asked that vire copy them on any enforcement matters, and
since they are the land owners, Bob thinks vire should do so.
. Fees. Bob said he's been asked by the Town to make meaningful fee increases.
Elliot recommended a 25% increase: and round that off to the net $10. Bob will
present a table with the resultant new fees at the next meeting, and he said we have to
present this at a public meeting.
Motion made, seconded and unanimously carried to increase the fees by 25%, round
off that to the net even $10, and advertise a public meeting next week.
. Access to Conservation Agent. Due to cutback in staff help, Bob recommended
limiting access and appointments to no more than two days per week. All agreed.
9. Limit on hearings. Elliot said vire should put a limit on hearings. Michael said
Falmouth is a nightmare. He filed an application for a client on December 1 1th and the
hearing is April 2nd. They actually made him sign a waiver saying it was ok for there to
do this. If his client wanted to spend the money to go to court: he would win easily.
Bob recommended continuing as in-the past with hearings, and see how limiting access
and appointments with him to no more than two days per week works out.
