1 o. Continuances. Cass mentioned how she and Bob went to three sites which were <br /> not staked. Bob said we have a provision to charge continuance fees: and it was <br /> agreed to increase thea 100%. MichaeI said we should announce that we're going to <br /> enforce this provision if it .is clearly the fault of the applicant that the site isn't properly <br /> staked at the time of inspection. <br /> Elliot said when we know there is going to be a continuance, we should not allow the <br /> applicant to present any material prior to the continuance. Elliot will write the policy <br /> with Bob. <br /> 11. sub-committees. Bob requested more scab-committees. He thinks he should <br /> attend any meetings to give advice, but he can't do it all. <br /> 12. steering Committee. Bob thinks the staff is making too many decisions about <br /> directions, focus, priorities, and he thinks this should come from the Commissioners <br /> with some input from hire, because so many needs aren't being met. A meeting could <br /> be held in someone's home. <br /> 13. Bob made a decision on some vista prunings to extend them to March 15th. <br /> Michael said the snow storms have delayed everything. on March 13th they'll look into <br /> it main, but they dont want to go into April. <br /> Motion grade, seconded acrd unanimously approved to extend the vista pruning { <br /> deadline to March 15th, and be reviewed again at the (larch 13th meeting. <br /> New Business <br /> F <br /> 1. Bob heard that the wetlands board has been decimated -- they're not going to be <br /> reviewing applications from the local level anymore and adjudication is going to be in <br /> the courts. He heard from Don Schall that the regional office Wil no longer be doing <br /> the files. Bob said It wouldn't affect us too much. Don Schall also said appeals would <br /> go directly to courts. <br /> Hearing,Agenda <br /> I <br /> 7:00 p.m., Edmond . & Maureen I English, 3 ocean Bluff Drive (continued from <br /> 11 /03). Representing tho applicant were Michael Grotzke, Stan Humphries, coastal <br /> geologist, Donald Schall, ENSR, and Sarah Turano-Flores, Attorney, Zisson and <br /> earn. Bob said the main issues here are the wildlife habitat and determination of the <br /> coastal dune/bank interface, and since we don't have a definitive answer on these <br /> issues we can't proceed too far tonight. <br /> Regarding the coastal dune/bank interface, Bob said that he has Stan Humphries' <br /> analysis, and he [Bob] will be meeting with Jim O'Connell net Tuesday. <br />
