Louise patrick has agreed to be the housing authority's grievance officer for another 5-year terra.
I've issued a decision on the landlord/agent fraud case that I mentioned to you previously in my
email earlier this week). This landlord/agent will not receive subsidy payments from our office.
The tenant has been re-issued her voucher to move.
The waiting list update is just about completed. Based on the results, I would suggest the
following: opening the 705 family housing waiting list for a period of time, as well as possibly the
one-bedroom M1 VP Project based waiting list. Dere are 38 people on the -bedroom list, so I
would suggest beeping that one closed. we have 56 people on the -bedroom MRVP Project
Based list (which is quite a lot) and 9 people on the 4-bedroom M VP Project Based list. I
suggest considering closing the -bedroom list at the sauce time we close the 3 bedroom 705 list.
Four bedroom can stag open. We need a hard vote to do any opening or closing of the waiting
lists, and.thea I need to request permission from DH .
After a short discussion, upon notion by lir. Laporte and second by Mr. Horneyer it was voted
to open the three-bedroom 705 fanny-housing waiting list waiting list for a period of three
monthfrom May —August , 200 6,and to close the three-bedroom MRVP ProjectBased
waiting list, which is currently open,on the sane date, August 7, 2006, including emergency
applications, pending the approval of DHCD, The motion was adopted.
OLD BUSINESS:
CPA sal: Mrs. Botsford reported that she Inas confirmed the presentation date and time for the CPA
committee. April 25,, 2006 at 6:00 Phi is when the meeting is being held. She reported that the meeting
has been moved from town hall to the senior center. It would be great to have as many board members
present as possible. A brief discussion ensued, and Mr. Halpern encouraged all board members t
attend.
NEW BUSINESS:
Revised MRVP IncoLimits: Mrs. Botsford reviewed the newly released MVP Income Limits with the
board. The board must adopt these Income Limits, per DHCD. A motion was made by Ir. Laporte
and seconded by Mr. Halpern to adopt the new MRVP Income Limits effective April 1, 20066
The motion carried.
'
Mherjs E.A. Fi h propg2O contract,an ro rid lease: Mrs. Botsford reported that the proposed
contract, ground lease, and letter of intent were suppose to be sent to everyone by E.A. Fish last
Thursday, April 6. Mrs. Botsford found out that they did not send thea out until yesterday and therefore
there has not been sufficient time for review. A short discussion ensued and a motion was made by
Mr. Halpern and seconded by Mr. Laporte to approve the documents subject to the executive director
reviewing them for completeness. More discussion ensued and-Mr. Laporte withdrew Isis second,{
Another motion was made by Mr. Halpern, which was seconded by Mr. Laporte, that all
members of the board would review all of the documents and bring any concerns or
questions to the Executive Direts attention by Friday,April 21, Mrs. Botsford will relay
any major issues to the rest of the board members. If there are no major issues or
concerns, Mrs.. Botsford may execute the documents on behalf of the housing authority on
after Monday,April 24. The notion was adopted.
Barnstable Housing AuthoritySectian_ lulus# Mrs. Botsford brought the beard up to date regarding
issues she has been having with the Section 8 vouchers from Barnstable Housing Authority. Decently a
telephone conversation was had with the leased housing coordinator who got very rude, abrasive and she
threatened to tape back the mon 8 vouchers we are administering. Mr's. Botsford tried to have a
sensible conversation with this person and asked her t lower her voice but she continued to yell acrd act
confrontational. After the leased housing coordinator refused to connect Mrs. Botsford with the executive
director,, and she continued to act unprofessionally, Mrs. Botsford hung up. Since Mrs. Botsford has been
laving some heart-related health issues that appear to be related to stressful situations, she infrared the
board that she felt that she cannot deal with the anxiety created by such phone galls. She has written an
email and left two voice mails for the executive director at Barnstable Housing Authority, but he has not
Page 2 of
