:y <br /> s <br /> Mrs. Botsford attended a meeting with the Mattapoisett Housing Authority Beard of <br /> Commissioners this past Tuesday. As the board is aware, discussions have b#len going on <br /> with Mattapoisett since their executive director left last September. The Mattapoisett board <br /> has expressed interest in the past to sign a management agreement with l ashpee. They have <br /> had some difficulties with DHCD but are ready to sign an agreement now. They voted at the <br /> meeting Tuesday to sign a management agreement with Mashpee for a fee of$46,000 per <br /> year. The initial agreement would be for 90 days, since DHCD has recently issued a notice <br /> asking that no longer term agreements be entered into, as they are in the procr�ss of finalizing <br /> guidelines for agreements. Mrs. Botsford suggested that the agreernent stkat February 1 to <br /> allow DHCD to review over the next couple weeks and respond if there is a piroblern before <br /> we start. A proposed agreement was distributed to board members dor review. After brief <br /> discussion, a motion was made by Jill Allen and seconded by Richard Halpern to amend <br /> Mrs. Botsford's contract to allow for an increase in salary as allowed in, [)HCD's recent <br /> notice (40% of the management fee). This would be for the initial term (of the contract <br /> with Mattapoisett (90 days) and extended as the Mattapoisett contract is extended. The <br /> motion carried. <br /> OLD BUSINESS} As mentioned above (Mattapoisett Housing Authority) <br /> NEW BUSINESS; <br /> A) Budget Fiscal Year 2018: Mrs. Botsford updated the board stating that l aOt week DHCD had <br /> finally issued the Fiscal Year 2018 Budget Guidelines. Mrs. Botsford had forwarded the public <br /> Housing Notice and guidelines to all board members. Mrs. Botsford stated that DHCD was <br /> allowing a 10% increase to the budget, but had eliminated some exemptions allowed in the past <br /> (like the cost for the AUP), These expenses, as well as any increases to pay, needed to be <br /> absorbed into the increase. Along with the Budget Guidelines, DHCD issued a new Executive <br /> Director Salary Schedule, based on an extensive salary evaluation dons. by a third party. <br /> Approximately 80% of Executive Directors should see an increase in salaries. Mrs. Botsford will <br /> have to complete the DCI-IIS calculation form to see ghat salary increa:,-;e is allowed, but we will <br /> also have to see what the budget will allow. Toni Joy is expected to come to our meeting on <br /> February 8 to present the budget for board approval and submission to DH E. Mrs. Botsford <br /> will be working with Mr. Joy over the next few weeks to formulate the budget for FY 2018* <br /> B Personnel Policy Update: Mrs. Botsford provided the board with a draft update to thepolicy <br /> which included two changes. In the Executive Director Hiring Section (Section IIID) the current <br /> policy mentions DHCD Public Housing Notice 2016-41 and listed all of the language in that <br /> DEIN. Since then, DHCD issued another PHN (#2017-25) superseding the PFIN 016--41 with <br /> instructions for Executive Director hiring. The suggested change would simply refer to the <br /> current process as outlined in DHCD PHN 2017-25 and adds the language "or any superseding <br /> notice). It was agreed that this made sense and a motion was made by Richard Halpern and <br /> seconded by Kevin Shackett to amend Section III D as proposed, 11"'he motion carried. The <br /> other proposed change was in Section Iv G, regarding sick time. The change clarifies that all <br /> employees, regardless of hours worked, would be eligible for sick time.. which would be prorated <br /> Page 3 of 5 <br />
