He also asked what is happen- <br /> ng with the 35 acres that DEQ took from the landfill. Sel. Garland-.- discussed <br /> emissions . Mr. Buckingham said that there are three key things on the rough <br /> draft. He stated they are the executive summary, the final review and in <br /> three weeks there will be a full report. Chm. Thomas said let us know if <br /> there is any progress. Sel. Garland said in digested form please . Mr. Buck- <br /> ingham said the the Water Advisory Committee received an answer presented on . <br /> behalf of the Otis Engineering. He said the statements date 50 to 65 spills <br /> of contamination. He also said that it was presented to the committee that <br /> Mr. Scott Horsley was responding. Mr. Buckingham asked the Board to send a <br /> letter to Col. MacNamara asking for a report. Chm. Thomas said she would <br /> call Col. MacNamara about this matter. Board thanked Mr. Buckingham for <br /> coming. <br /> OLD BUSINESS : <br /> 1 .-4. of New Business on Agenda. <br /> On the application for a permit from David and Christine Tremblett <br /> to have a mobile trailer moved to their land on Old Mill Road for a <br /> twelve month period while they rebuild their home which burned down <br /> on October 6 , 1982 , Chm. Thomas said, "Christine seeing as your here <br /> why don't we act on this application; David and Christine Tremblett, <br /> 85 Old Mill Road, have filled out an application requesting the use <br /> of a mobile home to be moved, and they want to live in it while they <br /> • rebuild their home that burned down on October 6 , 1982 . They are <br /> requesting twelve months and they are going to be doing the work <br /> themselves . I looked into the By-Laws and it is Section 42 . 4C. " <br /> Executive Secretary said, "it is page 19. " Chm. Thomas read, and I <br /> quote; " A temporary office incidental to the construction or develop- <br /> ment of the premises on which the trailer is located, that is allowed. <br /> An owner of land may permit occupancy of such land by non-paying guests <br /> using a trailer or tent for living purposes for a period not exceeding <br /> thirty days in any calendar year. A permit for this purpose must be <br /> obtained from the Selectmen before the land can be occupied. " Chm. <br /> Thomas read the construction part silently. Sel. Garland said, "that <br /> this by-law does not address this specific situation. " Chm. Thomas <br /> said, "we have allowed this on other occasions . " Sel. Garland asked, <br /> "are you attempting to do the rebuilding. yourself?" Mrs . Tremblett <br /> replied, "Yes . " Chm. Thomas continued reading the by-laws , and I <br /> quote; "living purposes is prohibited unless temporary occupancy is <br /> permitted by the Board of Appeals incidental to the construction of <br /> a permanent home. She is asking for twelve months . " Sel . Garland <br /> said, " I would move that this Board would approve the petitioners re- <br /> quest, and forward such recommendation, I am sorry , let me rephrase <br /> that, I recommend the .approval and forward such recommendation to the <br /> Board of Appeal to issue the permit. " Chm. Thomas said, " with one <br /> little proviso, I would like to have you report back in six months <br /> as to where you stand. What progress you, are making. " 'Executive <br /> Secretary said, " I am not sure I quite understand, the Board, right <br /> • now is recommending this to the Board of Appeals . " Sel. Garland re- <br /> plied, "Yes, I interpret this thing here , living purposes are prohi- <br /> bited unless temporary occupancy is. permitted by the Board of Appeals <br /> incidental to the construction of a permanent home. So what I am <br /> suggesting is that we recommend the petitioner' s request to the Board <br />
