" Executive Secretary said, "you have in the past six <br /> • months, have allowed such a permit, not for twelve months but for <br /> a lesser period of time. " Chm. Thomas, "we have allowed such a <br /> permit. " Executive Secretary, "concededly the type of emergency <br /> that is addressed in this, is not specifically mentioned in the law. " <br /> Set. Garland said, "No it is not. " Executive Secretary, " I am in <br /> the process of asking Town Counsel to prepare such language, but it <br /> has been allowed and going to the Board of Appeals will take an other <br /> six to eight weeks . " Chm. Thomas said, "we allowed it for one indi- <br /> vidual for thirty days , and another individual for three months . " Sel. <br /> Garland, " that means the petitioner has to come back . " Chm. Thomas, <br /> " I think it is good to know the progress of what is going on, just <br /> as a matter of fact, I think it is . " Sel. Garland said, "I withdraw <br /> the motion, and move that we allow the usage for three months at which <br /> time the petitioner may re-apply. " Mrs . Tremblett asked, " Do you <br /> want a written document on how far we have gotten?" Chm. Thomas , " a <br /> progress report because we would not want this to exceed twelve months. <br /> This is what you asked for. " Mrs . Tremblett, "Only because what we <br /> have been dealing with, primarily, with the insurance company the nor- <br /> mal period for reconstruction is three month period of time , no regard <br /> to the homeowners building themselves , and we have gotten six months . " <br /> Chm. Thomas , "we aren' t trying to tie your hands or to push you up <br /> against the wall, we just want to keep a handle on this . " Mrs . Tremblett, <br /> "Does this mean we can move tomorrow?" Chm. Thomas , "so we will make <br /> this a vote. Good luck. " Mrs . Tremblett said, " I was wondering, since <br /> I am here, is there any way that the Town can make some kind of guide- <br /> lines for people that are in a disaster situation like this . We have <br /> come across some other people, something that the Town as a community <br /> can help. I know that when it happened to us , no one had any answers <br /> for us . There was nowhere to turn, and the people as a community didn' t <br /> know except for those that had been faced with it already, who know <br /> just exactly what had happened. When you talk to your insurance com- <br /> pany they say, we ' ll call you, don' t call us , and the fire and police <br /> will not and don' t give you information until they have completed their <br /> investigation; so the insurance company can't do anything until the fire <br /> and police department has finished their investigation, and no one has <br /> any answers about what you are suppose to do. If you don' t have alot <br /> of friends or relatives to help in the area, especially if you have <br /> children and no one has any answers , I was just wondering if there was <br /> something as officials of the Town; something that could be done to <br /> help people in a situation like this . " Chm. Thomas said, "the only <br /> thing I can think of is this is in the area of the Civil Defense. " <br /> Executive Secretary said, "we are contemplating such facility for such <br /> natural disasters . " Sel. .Garland asked, " are you speaking of living <br /> quarters or are you talking about expediting the insurance . " Mrs . Trem- <br /> blett, " I think the insurance takes its own time. " Chm. Thomas , " the <br /> Town would have no control over that whatsoever. Sel. Garland, " I <br /> think the State law allows the insurance department forty five days , <br /> they do not have to pay you before forty five days . " Mrs . Tremblett <br /> said, "No, it is thirty days after the proof of losses is submitted. <br /> What I am talking about is something that will help, we went to the <br /> • Red Cross and they helped us , but they were not going to because we <br /> had insurance. The Red Cross has their hands tied if you have insurance <br /> as far as funds for food, shelter, and clothing. This has been such <br /> a tramatic thing, and it is for anybody to go through that we need <br /> somebody who knows or can guide you. We wanted to try and develop <br /> something ourselves , but we wanted it to be a community thing, only <br />
