Page 6 . <br /> NEW BUSINESS <br /> . there was anything the press wanted to discuss . <br /> 8. Executive Secretary said that he had one more thin pertaining to <br /> a bill about a dog -bite. He explained- that - the Board of Health <br /> would prefer paying this bill through the Natural Resources Account, <br /> rather than the Board of Health' s Contingency Account. He also <br /> explained the in ident and why the Town had to pay the. bill. The <br /> bill .is for the Falmouth Hospital and medicine . Sel. Garland said <br /> he rejects the suggestion of the Board of Health that this be taker <br /> from the Natural Resources Expense Account, and in as much as there <br /> was a great deal of discussion at the last Town Meeting on the Board <br /> of Health' s Contingency fund and it than appears to be a rather large <br /> amount -of money expen-ded that this bill be .paid from that account, <br /> Seconded by Sel . Hanson. Chm, Thomas said that this7. was a unanimous <br /> vote. Char. Thomas also said that -the- Board hated to continue the <br /> discussion of l ayfl wer, leoad without the prime owner being here as <br /> it is his problem and she .kn ws. it l_is very frustrating for therm. <br /> 2 : 45 p.m. - The union- representatives for the Fire Department,, Sheldon <br /> Hamblin and Mark Lopez wanted to discussthe Li ettenants with <br /> the Board. Executive secretary said this is a union matter and <br /> it is inappropriate at this time, this ,is a subject for negotiations <br /> and should not be discussed at all . sel... Garland said he would <br /> like to know if this is a union matter. Mr.' Sheldon Hamblin said <br /> :.r.-.. that it was . Sbl. Garland said, "Than I would think that it- would <br /> be inappropriate to discuss any union matters in a public meeting <br /> and further+ I think it would be a. matter of union negotiations . " <br /> Mr. Hamblin.n. said it is not a Union matter- as much as they would <br /> like the Board' s opinion and ideas . Chin. - Thomas. said it is very <br /> difficult to respond, it is a very delicate matter, Executive <br /> Secretary said that opinions that -have- to do with union bar- <br /> gaining is 'inappropriate a,t this time. r: Mark Lopez, "I don ' t <br /> believe it has to do with collective bargaining. All I can say <br /> is if we ask questions that pertain to collective bar-gaining, you <br /> could stop us at that point. " <br /> hm. Thomas ; "Town Counsel?" <br /> Town Counsel; "Perhaps madame Chairman it would be appropriate for them <br /> to present to the Board what they have in mind or to share <br /> with . rou any information or thoughts and ' responding to it <br /> until such time- as you have discussed it ,with the entire <br /> Board. I know there is a contract process for discussing <br /> :things and. I think it would be appropriate to follow that <br /> process that has been established. It is unfortunate some- <br /> times that we have to get bogged down in legal details , but <br /> nonetheless, as- soon as we deviate from the path of conduct <br /> that is prescribed than both parties get in trouble. Let us <br /> put it th apt -.way.
